About the role

The Head of Payroll will lead and shape the future of Employee Payments at TfL. Responsibilities include delivering end to end payroll, expenses and overtime services, ensuring accurate, compliant and timely payment to all colleagues. The role also drives continuous improvement across strategy, people, processes and technology, ensuring governance, statutory compliance and high quality reporting.

Team

Employee Payments sits within TfL's Business Services Directorate. The team runs 13 payrolls, covers 29,000+ employees across four organisations and delivers payments worth over £150 million every four weeks. You will lead a team of 15, including three experienced direct reports.

Key responsibilities
  • Deliver payroll, expenses and overtime services across TfL, GLA, OPDC and OSDC.
  • Drive continuous improvement and system transformation, including transition to SuccessFactors Employee Central Payroll.
  • Ensure robust governance, statutory compliance and high quality reporting.
  • Manage senior stakeholders and ensure services evolve to meet organisational needs.
About you

You are a confident, credible leader who thrives in complexity and possesses the following attributes:

  • Proven experience leading large payroll and expenses operations in a complex organisation.
  • Ability to juggle multiple priorities and manage senior stakeholders with competing demands.
  • Excellent communication skills and collaborative leadership style.
  • Hands on experience implementing payroll systems and redesigning processes to improve efficiency, quality and customer experience; experience with SuccessFactors or SAP a strong advantage.
  • CIPD or CIPS qualified or working towards the qualification.
  • Strong working knowledge of PAYE, National Insurance and statutory payments (OSP, SSP, SMP, SPP, SAP); company pension schemes; P11D and PSA submissions; payrolling benefits.
  • Experience in a unionised or large, complex organisation; transferable to public sector.
