Head of Contract & Supplier Management - Change, Governance & Planning / Hybrid Location: Manchester or London

Lead transformation, strengthen governance, and shape how Smart DCC delivers value through its most critical contracts and suppliers. This senior leadership role brings clarity, confidence, and commercial rigour to a complex, regulated environment while setting the standards for how Contract & Supplier Management operates.

Responsibilities
  • Lead transformation across the Contract & Supplier Management function, improving processes, governance, consistency, and ways of working.
  • Own governance and assurance, ensuring robust frameworks, controls, and audit readiness aligned to regulatory and public sector standards.
  • Lead financial and resourcing planning for the function, supporting savings delivery and value for money outcomes across Design, Build, Run.
  • Provide high quality reporting and insight, enabling confident, data led decision making across senior leadership.
  • Act as a senior stakeholder partner, influencing leaders across Smart DCC, suppliers, and regulators to deliver effective outcomes.
Qualifications
  • Proven senior leadership experience within Contract Management, Commercial, Governance, or a closely related function, ideally in a regulated or complex environment.
  • Strong commercial and financial capability, including budgets, forecasting, savings delivery, and spend governance.
  • Deep governance and assurance experience, with a track record of designing, embedding, and upholding robust frameworks and controls.
  • Exceptional stakeholder influence, with confidence engaging, challenging, and advising senior leaders and executive level stakeholders.
  • High analytical capability, with experience translating complex data into clear insights, reporting, and actionable improvement plans.
