Job Description

We are Uisce Éireann. Every day, we are responsible for the delivery of secure, safe, and sustainable water services for the people of Ireland.

The Role

The Facilities area is responsible for obtaining and maintaining UÉ's headquarters and regional offices, including activities such as security, property management, spatial planning, capital projects and building management. The Fleet team is responsible for managing and maintaining the UÉ fleet of vehicles, Light Commercial Vehicles, Heavy Goods Vehicles, and Mobile Equipment, with a scale of 2,000 to 2,500 units. The Fleet Operations LCV Manager reports to the National Fleet Manager and will lead the national operational delivery and maintenance of Light Commercial Vehicle (LCV) fleet services, ensuring consistency, reliability, safety, compliance, and high performance across all regions while supporting the Regional Fleet Managers.

Key Duties and Responsibilities
  • Develop and lead the Fleet LCV team (comprising both internal and outsourced resources).
  • Provide day to day operational leadership for all LCV fleet activity across regions.
  • Support and coordinate the Regional Fleet Managers to ensure consistent service delivery.
  • Act as the escalation point for LCV operational issues, resolving them promptly and consistently.
  • Implement and maintain standardised LCV processes, workflows, SOPs and policies.
  • Drive safe operations and support delivery of fleet safety programmes, certifications and initiatives.
  • Ensure all LCV statutory, safety and servicing requirements (NCT, CVRT, roadworthiness, inspections, servicing, calibration, etc.) are completed on time.
  • Maintain operational adherence to fleet policies, SOPs and technical standards.
  • Oversee telematics utilisation, driver behaviour insights and LCV risk controls.
  • Ensure accurate documentation and audit readiness across all regions.
  • Ensure delivery (including budget and programme) of the vehicle replacement CAPEX programmes in Uisce Éireann, including gaining approval at contract approval committees.
  • Responsible for the annual Opex budgets for LCV Fleet.
  • Lead the transformation, rationalisation and implementation of the LCV Fleet to align with the future target operating model and ways of working.
  • Work with the Regional Operational teams in Uisce Éireann to ensure that the size of the fleet and vehicle types in the region meet the demands of the business.
  • Develop and maintain strategic relationships with Senior Business Managers within UÉ.
  • Liaise with a broad range of stakeholders including Head of Functions, Senior Managers, Regional Managers, Team leads, Supervisors and drivers to agree vehicle types, quantities, fit out and replacement schedules, ensuring Uisce Éireann finance approval as appropriate.
  • Manage supplier integrations such as Fleet management and Procurement.
  • Ensure annual procurement tender competitions are progressed and awarded to meet demand and in line with associated policy.
  • Manage hired Fleet supporting business requirements where applicable.
  • Participate in procurement and lifecycle management aligning with quality assurance and audits of fleet. Manage the coordination of rollout and handover of new vehicles and disposals.
  • Lead the roll out of zero emission and low emission electric fleet, associated charging infrastructure and other sustainability initiatives to support the UE sustainability strategy.
  • Drive a strong behavioural culture of continuous improvement regarding processes and procedures and implement new technologies.
  • Act as the primary operational contact for LCV related supplier mobilisation, performance and issue resolution.
  • Ensure suppliers meet contractual KPIs and SLAs through structured operational reviews.
  • Oversee supplier execution of LCV processes, standards and fit outs.
  • Support the delivery of the LCV replacement programme, coordinating allocation, specifications, deployment and commissioning/decommissioning.
  • Ensure consistent execution of branding, fit out and configuration standards.
  • Support sustainability initiatives such as fuel/energy reduction, efficient utilisation and carbon reduction activities.
  • Ensure timely and accurate operational reporting and data capture.
  • Set clear expectations and promote a culture of safety, accountability and continuous improvement and promote strong safety behaviours across Uisce Éireann and within the supply chain.
  • Support Fleet's contribution to Uisce Éireann's Transformation Programmes.
  • Carry out duties in line with UÉ information security standards and policies, ensuring all governance and compliance protocols are maintained.
  • Flexibility to travel nationally.
  • Assist and support the National Fleet Manager with other duties as assigned.
General Duties and Responsibilities
  • Collaborate with key internal stakeholders across the UÉ business.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours expected from everyone in the team.
  • Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
  • Other duties as required.
Knowledge, Skills and Experience
  • Minimum of 7 years' experience in the water, utilities or similar industries.
  • Relevant third level qualification and/or accreditation in Fleet Management is desirable.
  • A minimum of 7 years' Fleet Management Experience is necessary.
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
  • Proven track record with dealing with complex issues proactively and in a timely fashion, and the ability to communicate complex information to others.
  • Proven track record in development and communication of departmental level strategies that support the organisation's vision, purpose and strategic initiatives.
  • Ability to translate strategic priorities into operational reality, demonstrating strong decision making skills.
  • Strong business acumen with financial perspective in the forefront.
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results.
  • Proficiency in fleet management systems, reporting software and Microsoft Office packages, with the ability to analyse data and support operational decision making. Experience with electric vehicles and low emission fleet strategy.
  • Strong understanding of relevant road safety legislation, fleet related health and safety regulations, and incident management protocols.
  • Knowledge of public procurement frameworks, capital approval processes, and governance standards in a semi state or regulated utility environment.
  • Excellent analytical and problem solving skills, coupled with the ability to generate innovative technical solutions as required.
  • Ability to manage time and workload effectively, including planning, organising and prioritising with attention to detail.
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders.
  • Ability to adapt communication style to effectively engage stakeholders.
  • Demonstrated leadership ability, proactive development, motivation and engagement of staff.
  • A full, valid Category B driving licence is essential, with no current or pending disqualifications; possession of additional licence categories is desirable.
