The Role:
The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control Function has responsibility for developing, implementing and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.
The Field Instrumentation Services (FIS) Senior Manager will be responsible for leading the FIS team in monitoring the performance of the operating environment, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities.
Reporting to the Head of Operational Control, the FIS Senior Manager will be responsible for actively contributing to the Uisce Eireann Thrive Strategy to securely implement leading innovative technical solutions, including SCADA & telemetry to realise best in class operations.
Main Duties and Responsibilities:
Lead the Uisce Éireann FIS team which will include the Countywide SCADA, the Telemetry Services team, and the Instrumentation Control & Operational Technology (incl. ICA) team.
Drive Service Excellence and Customer First focus across the FIS Team with a focus on achieving continuous improvement across all customer-facing teams
Lead and manage a sub-function of more than 100 staff members and contract staff delivering a service across the national asset base.
Manage a significant multi-million euro capital and operational budget
Develop and deliver the Telemetry Implementation and Integration Strategy for operations management to support customer-facing Asset Operations teams via utilisation of technology to provide additional value to the organisation and mitigate external failures to Customers. This will encompass the expansion of the National Telemetry System and the deprecation of proprietary 3 rd party systems.
Develop and implement strategies and operational plans for the active maintenance and management of a significant technology estate, including: 500 site SCADA systems, circa 5,000 site PLCs, circa 5,000 telemetry outstations and circa 250,000 site instruments. Operational plans should maximise system up-time and secure continuous data flow to the Intelligent Control Centre and other enterprise data management systems
Drive a best-in-class centre of excellence model and lead Uisce Eireann on a maturity journey towards a recognised industry standard, for example, maturing our operating model from monitoring to management to control of our assets
Lead collaboration with key internal and external stakeholders to ensure support for transformational change to utilisation of technology to ensure increased value and outcomes for the organisation.
Deliver data focused business analysis to inform key business decisions and development of strategy and to ensure clear and consistent messaging across all stakeholder groups
Develop and deliver Supply Chain Strategies as required, to create partner focused relationships with constrained supply chain to ensure prioritisation of requirements for Uisce Éireann, increased value delivered by expenditure and development of the supply chain over a longer-term horizon
Ensure the required investment and consequential value is provided for in the investment planning cycle by engaging with and supporting relevant colleagues in the Asset Management and Infrastructure Delivery functions
Deliver end-to-end rigour and control in the operation of technology and the associated flow of data to ensure that internal customers' expectations are understood and achieved
Benchmark against comparators in the water and utility industry to understand the potential opportunities for Uisce Éireann in its progression to increased use of technology and delivering on these in the unique operating environment of Uisce Éireann.
Coach, mentor and further develop the team to high performance in delivering services to Uisce Éireann with a strong customer service focus.
Drive the vision of the FIS sub-function to the wider organisation and all key stakeholders and ensure that a communications strategy is developed and delivered to support the objectives of the Operational Control function.
Support the Head of Operational Control in the development and delivery of the strategy for this function.
General Duties and Responsibilities
Collaborate with key internal stakeholders across the UÉ business, including but not limited to: Asset Operations, Customer Operations, Asset Management, IDD and IT
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
Other duties as required.
Knowledge, Skills and Experience:
A minimum of 10+ years' Experience in the water, utilities or similar industries is desirable, along with 3+ years working at a senior manager level.
Demonstrable experience in FIS and/or integrated operations management-type activities including telemetry, SCADA, operational technology etc, and desirably within a regulated environment
Demonstrable experience and knowledge of extracting value for customers from existing operating environments
Experience driving continuous process improvements - identifying opportunities, generating ideas, and recommending and implementing solutions
Ability to respond quickly and decisively in crisis situations, initiating appropriate actions or responses, and demonstrating depth of understanding of the organisation, its environment and the expectations of key stakeholders
You will have significant leadership, people management and change & transformation experience ideally in a similar utility, regulated industry or multi-stakeholder environment
Ability to demonstrate progress, challenges and benefits with different audiences and tailor information to match objectives
Strong negotiation skills with win/win mindset
Relevantthird level qualification and/or accreditation is desirable and/or relevant experience
Excellent leadership and people skills required, and a demonstrable ability to attract and develop a high performing committed team.
Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
Stakeholder Management and the ability to interact and influence effectively at all levels, both internally and externally
Excellent communicator with the capability to handle complex and difficult situations with thought and confidence
Financially and commercially astute
Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
