Choose Well - Choose WWL Job overview An opportunity has arisen within the Estates and Facilities Division for an Estates Officer (Building Design & Project Management) within the Capital Planning Department.

The post holder will be working within the Capital Planning Team (Estates Officer - Building Design & Project Management - Band 7). The purpose of the roles is to provide detailed engineering advice and design to support the redevelopment of new build and adaptation/refurbishment in relation to healthcare facilities across all Trusts sites.

Main duties of the job
  • Responsible for the design (computer aided design), specification, post contract control and project management of capital schemes undertaken by the Estates & Facilities Division within the entire Trust.
  • Responsible for the site quality control of all building and construction, on multiple/large capital projects throughout the Trust.
  • Responsible for ensuring that all schemes managed, comply fully with all guidance and Statutory Standards including CDM Regulations.
  • Responsible for assisting the Head of Capital & Property Services in a range of estate management duties.
  • Work as a team member within the Capital Planning Department providing essential building design and advice for all capital projects, new build and refurbishment projects.

Detailed job description and main responsibilities
  • Assist the Head of Capital & Property Services with the production and maintenance of adequate estate records necessary for the efficient management of the estate with particular attention to the continual updating of fire survey and statutory estate condition records.
  • To support the delivery of the Trusts capital programme to ensure quality facilities, delivered within budget, and within the current financial constraints.
  • Support and deliver of capital projects from feasibility through to timely completion, and within budget working alongside all project stakeholders.
  • Ensure all capital projects are completed to high standards using best sustainable practices whilst achieving value for money.
  • To provide expert advice on aspects of projects which affects the Trust's ability to achieve its clinical needs through the consequences of capital developments, ensuring time, cost and quality standards are met.
  • To work with the wider Estates team to ensure projects are delivered compliant with legislation using specialist advice and design consultants.
  • To support the development of policies and strategies for the implementation of capital projects to improve the built environment for patients, staff and visitors.
  • To support the management and control the financial expenditure of programmes and projects, ensuring regular reports are available to the Head of Capital & Property Services.
  • To support on planning and building control application processes for capital development works.
  • To procure consultants, contractors and services necessary to deliver capital projects in accordance with the Trusts Standing Orders and Standing Financial Instructions.
  • To contribute to the risk management processes and the maintenance of a comprehensive project risk register
  • To manage highly complex information and analyse and interpret data to generate a range of options, contributing to the delivery of an affordable and deliverable capital programme.
  • To develop good working relationships with a wide range of groups and individuals both within and outside the organisation including Clinicians, Senior Managers, patients, voluntary organisations and community stakeholders.
  • To lead the working groups and external advisors in the preparation of output specifications, operational policies and design briefs.
  • To chair and facilitate capital technical meetings ensuring the technical advisers develop appropriate and affordable design and capital costs in line with the constraints set by each scheme, procurement processes and competing demands of the Trust. To ensure the advisors work is properly co-ordinated and interfaced.
  • To support the development of a Post Project Evaluation strategy to review capital projects and ensure continuous quality improvements in the built environment.
Person specification Qualifications
  • Degree level in Building and Construction and/or HNC Building Services with equivalent experience.
  • Evidence of continuing personal and professional development in E&F disciplines.
  • Chartered status of relevant organisation. (Working towards Chartered status)
  • Professional membership of relevant organization, such as RICS, MCIOB and CIAT.
Experience
  • Construction and Building Services background with extensive design experience.
  • Knowledge of contract and tender procedures.
  • Sound knowledge of corporate governance and an understanding of risk management.
  • Experience of managing large scale projects within "live" environments.
  • Planning legislation and Building control.
  • Ability to write specifications and undertake tender exercises.
  • Formulating and implementation of strategic and operational plans.
  • Experience of building maintenance and new build construction.
  • Knowledge of NHS policies, Health Technical Memorandum (HTM) and Health Building Notes (HBN) procedures.
  • Evidence of understanding of commercial, governance, operational and legal structures and their application
  • Knowledge of national NHS strategy and policy.
  • Effective and strategic influencing.
  • Previous NHS Capital Development Experience.
Skills
  • Highly skilled in the use of Computer Aided Design (CAD).
  • Ability to work alone or as part of a team.

  • Knowledge of Asbestos Containing Materials (ACM's) and procedures.
  • Background knowledge of engineering services, related to health care facilities.
  • Knowledge of innovative design and construction techniques.
  • Understanding of BREAM Principles.
Additional
  • Requirement to work in inclement weather dealing with issues arising on construction project sites. Including extreme heat/cold and smells from entering into plant rooms and service ducts, exposure to noise, and fumes.
  • The post holder will also be expected to be able to travel to other sites within the Trust to attend a variety of meetings.
  • Required to use a PC / mobile device for several hours on a daily basis to assess and act on complex project, financial and other information.
  • General combination of sitting, standing and walking which will include surveys, site inspections, accessing roof areas and restricted spaces and other light physical effort.
