This role focuses on ensuring environmental compliance, implementing sustainability measures, and supporting the contractor's environmental management plans in line with Ashghal's environmental guidelines, Qatar Construction Standards (QCS), and local authority requirements.

The ideal candidate will have a minimum of 10 years of experience, with at least 5 years in infrastructure projects related to environmental management and sustainability practices in Qatar.

Responsibilities:

1. Monitor the contractor's implementation of the Environmental Management Plan (EMP) and ensure compliance with permits and conditions.
2. Support sustainability best practices, including material reuse, energy efficiency, and low-impact construction methods.
3. Conduct environmental audits, inspections, and site assessments to ensure mitigation measures are in place.
4. Prepare and submit environmental and sustainability compliance reports per Ashghal's KPIs.
5. Review and approve contractor submissions related to environmental protection and landscape management.
6. Coordinate with MME, Ashghal's Environmental Department, and other authorities for approvals and inspections.
7. Promote environmental awareness among site staff and subcontractors.
8. Investigate environmental incidents and non-conformities; develop corrective actions.
9. Ensure project activities align with Ashghal's Corporate Sustainability Framework and ISO 14001 principles.
10. Support handover documentation regarding environmental compliance.
11. Possess in-depth knowledge of GORD/GSAS certification systems.

Qualifications and Requirements:

1. Bachelor's Degree in Environmental Engineering, Sustainability, Environmental Science, or Civil/Mechanical Engineering.
2. Minimum 10 years of total experience, with at least 5 in infrastructure/construction environmental roles in Qatar.
3. GORD/GSAS certification + ISO 14001 Lead Auditor, LEED GA/AP, or equivalent (preferred).
4. At least five years' experience working in Qatar.
5. Experience with GCC infrastructure projects.
6. Excellent command of English (spoken and written).
7. Knowledge of Ashghal standards, road material specifications, QA/QC processes, and stakeholder coordination.
8. Familiarity with document management systems (Ashghal DCS), MS Office, AutoCAD (viewing), and site-related software.

Key Competencies:

1. Strong understanding of Qatar and GCC environmental legislation.
2. Practical knowledge of sustainability frameworks (LEED, GSAS, etc.).
3. Experience in site-based environmental monitoring and mitigation.
4. Ability to influence contractor behavior through proactive engagement.
5. Skilled in environmental reporting, documentation, and compliance.
6. Effective communication with multidisciplinary teams and regulatory bodies.
