Description 1. ABOUT THE ROLE

The Engineer appointed to this post will be responsible for the work of the Marine Engineering Division (MED) in the Western Region reporting to Senior Engineering Management. The Western Region includes the maritime counties of Clare, Galway, Mayo and Ros an Mhíl Fishery Harbour Centre.

The work of the post will include:

• Delivery of an aquaculture licence assessment and monitoring programme for the region.
• Ensuring the efficient operational management of Ros an Mhíl and any other Fishery Harbour Centre as may be assigned from time to time.
• Develop and implement the Fishery related Infrastructure Development Programme within the region.
• Provide technical advice where engineering and harbour operational advice is sought.
• Contribute to the DAFM Marine Portfolio, including Foreshore, Environment and Climate Change.
• Manage all affairs of the region so as to maximise its contribution to the Department's Statement of Strategy and high level goals.
• Take responsibility for and ensure delivery of the region's contribution to the Business Plan targets of the Marine Engineering Division.
• Take responsibility for and ensure all work in the region is carried out to a high standard and complies with all relevant technical, safety, environmental and planning legislation, regulations and guidelines.
• Take responsibility for and ensure all expenditure in the region complies with relevant procurement and accounting guidelines, including the Infrastructure Guidelines as published by the Department of Public Expenditure, NDP Delivery and Reform.
• Take responsibility for and ensure safety and welfare of all staff under their control.
• Ensure all staff under their control participates fully in the PMDS (Performance Management and Development System) process.
• Ensure and encourage training and development of all staff under their control.
• Any other duties as directed from time to time by the Chief Engineer.

The foregoing is not an exhaustive list of duties which may be entrusted to the role of Engineer Grade 1 from time to time. The nature of the role requires flexibility in terms of duties and hours of attendance.

2. WHO WE ARE LOOKING FOR

The ideal person for the position of Engineer Grade I will have a strong record in engineering and management. They will manage marine capital projects and programmes, manage an advisory/inspectorial service on coastal infrastructure and aquaculture licensing and development in the Western Region of the Department's Marine Engineering Division and will work with the other Marine Divisions to manage the Fishery Harbour Centres under their remit with particular responsibility for operations, health and safety and Human Resources.

Applicants must have on or before 13th July 2026:

• A level 8 qualification on the National Framework of Qualifications in Civil Engineering or equivalent professional qualification in Civil Engineering, Engineers Ireland accredited.
• Proven ability of managing Engineering staff.
• Experience of planning and delivery of marine coastal, marine leisure infrastructure work or similar project related civil engineering work on time and on budget.
• Knowledge of the fishing industry and the physical shore based infrastructure required to service the industry.
• Knowledge of Health and Safety legislation and systems associated with the marine and construction related work.
• Knowledge and experience of best practice procurement processes and procedures.
• Be self motivated and demonstrate a desire to continuously perform at a high level.
• Have the capacity to develop, manage and maintain effective working relationships.
• Demonstrate that they possess the required standard in the competencies identified as being important for the role as set out below.

Knowledge of the following

• Construction and structural Codes of Practice
• Planning and development legislation
• Contract law, contract conditions and administration of contracts generally and, in particular, the Public Works contracts
• The key functions of the Marine Engineering Division
• Provision of Project management and design and construction service in relation to the maintenance and development of sea fishery related coastal infrastructure
• Provision of Inspectorial and advisory service in relation to aquaculture licensing and development
• Foreshore and aquaculture licensing and development.
