Job Description

Pay Rate: £17.43 per hour

Location: NIEA Lisburn, 17 Antrim Road, Lisburn, BT28 3AL

Start Date: ASAP

Expected Duration: 20 th July 2026

Working Hours: Monday to Friday - 9am - 5pm. Note: The unit operates on a flexible pattern.

Essential Requirements: 5 GCSE'S C and Above (Including Maths and English), 2 A Levels C and above. Experience - Enforcement and/or Investigative gained from performing enforcement, investigations functions either previously or currently. Qualifications - accredited investigative qualification.

Desired Requirements: 2 years enforcement and/or criminal investigative experience.

Main Duties include:

The Environmental Crime Unit was established in April 2008, with the specific aim of investigating volume crime and incidents, in assessing same and where necessary to investigate and prosecute serious and persistent breaches of the law under the Waste and Contaminated land (Northern Ireland) Order 1997 (as amended). The Unit aims to provide effective and efficient advice, regulation and enforcement.

Main Duties:

  • Carrying out complex criminal investigations into a range of environmental crime in a manner compliant with all legal requirements relevant to criminal investigations. This includes driving to operations, including outside conditioned hours, collection, collation, retention and review of evidence, recording of investigative processes and creation of prosecution files and other report writing.
  • Prioritising and processing work, In accordance with unit and departmental priorities.
  • Contribution and adherence to strategies, policies and procedures to ensure that NIEA uses its regulatory and investigative powers consistently and effectively.
  • Preparation of statements of witness of professional and expert evidence for inclusion in prosecution cases, presentation of same in Court.
  • Consideration of evidence collected by NIEA and submitted by defence experts in relation to legal challenges e.g. judicial reviews, appeals.
  • Experience and preparedness to give professional evidence (including in Crown Court jury trials and in Chambers) as and when required.
  • Managing and responding to intelligence reports on illegal waste activity.
  • Providing support to the NIEA management team where required.
  • Participating in operational links with other law enforcement agencies (e.g. PSNI, HMRC) in order to maximise the effectiveness of NIEA enforcement functions and carry out joint operations.
  • Providing briefing material for management as and when required.
  • Liaising with Public Prosecution Service and other key stakeholders in Northern Ireland, GB and the ROI with regard to the advancement of criminal investigative work.
  • Consider complex technical information in relation to reports provided by defence scientific experts during the course of Court proceeds for specific cases and respond by providing professional opinion and analysis to meet challenging court imposed deadlines.
