Disrepair Supervisor / Case Handler - South West Council
£270 p/d PAYE - £350 p/d Umbrella / Deemed LTD (Inside IR35)
37 hours per week

We are recruiting for an experienced Disrepair Supervisor / Case Handler to join a well-established Housing & Landlord Services team for a South West-based Local Authority. The role will focus on managing the legal caseload surrounding disrepair claims made against the Council's housing stock, while supervising the administrative and surveyor teams to ensure efficient, value-for-money outcomes.
Working closely with the Council's legal team, this postholder will be responsible for managing the process from the receipt of Particulars of Claim through to resolution - including attending court as a representative on an ad-hoc basis. This role is ideal for someone with a strong understanding of disrepair legislation, excellent report writing skills, and the confidence to act as an expert witness.

Responsibilities:
  • Lead the day-to-day case management of disrepair claims, reviewing Particulars of Claim, assigning work to Surveyors, and overseeing the progress of each case to completion.
  • Supervise administration and surveying staff within the disrepair team to ensure timely, compliant responses and end-to-end case ownership.
  • Act as a technical lead across the service on disrepair, complaints, Ombudsman cases, and housing-related legal matters.
  • Prepare robust written reports and case files in preparation for court hearings; attend court as a representative or expert witness where required.
  • Monitor the quality and delivery of repairs carried out in relation to disrepair cases, ensuring works are completed to a high standard, on budget and on time.
  • Support continuous service improvement through lessons learned and customer feedback.
  • Provide support and technical advice to internal stakeholders on PAD applications, FOIs, SARs, EIRs, and litigation claims.
  • Assist in managing performance against budgetary targets and ensure work represents value for money.
Requirements:
  • Experience managing disrepair legal claims and housing condition cases in a local authority or social housing setting.
  • Sound knowledge of housing repair obligations, relevant legislation, and court procedure.
  • Proven track record of coordinating casework and acting as a point of escalation for complex legal matters.
  • Excellent written and verbal communication skills with experience drafting legal responses, court bundles, and technical documentation.
  • Experience supervising a team or providing oversight in a fast-paced, multi-disciplinary environment.
  • Full UK driving licence and access to a vehicle - some travel and in-person court attendance required.
