Digital Transformation & E-Government Specialist
Location: Europe (remote/on-site as needed)
Duration: Up to 12 months
Estimated Workload: Short-term assignments / task-based consultancy
About the Opportunity: We are creating a pool of Digital Transformation & E-Government Specialists for a new FWC Contract: EC-SG REFORM/2025/OP/0001: Provision of consultancy services to support the design, development, implementation, monitoring and evaluation of structural reforms in EU Member State. Experts in this pool will be contacted for specific assignments as they arise. If you have relevant experience we encourage you to apply.
Key Responsibilities:
- Conduct organisational and technical assessments of public service delivery models.
- Identify opportunities for digitisation, automation, and integration into national digital portals (e.g. Single Digital Gateway).
- Support development of digital strategies that align with EU digital targets and national transformation plans.
- Assist with the preparation of proof-of-concept initiatives for digital tools and platforms.
Qualifications:
- Advanced degree in ICT, information systems, digital policy, or related field.
- At least 7 years of experience with e-government, digital transformation, or GovTech projects.
- Strong understanding of EU digital services legislation and interoperability frameworks.
- Familiarity with cloud-based services, public sector portals, and API ecosystems.
