Role Summary:
This role will oversee the lifecycle management of GIS, Survey, and CAD data within the EWR Digital Delivery Team and serve as the custodian of EWR GIS and Survey data. It is key to developing EWR's Digital Spine, which will drive the integration of advanced digital solutions, collaborating closely with internal stakeholders and external partners to align with project objectives and priorities.
Function:
The Delivery function is responsible for delivering an asset that meets Sponsor requirements, establishing a safe, reliable, and integrated railway. It aims for delivery excellence through technical innovation and design, supported by mature programme controls to maximize benefits and public investment. The function operates as an informed, integrated team leveraging third-party strategic suppliers to deliver the asset.

Key Responsibilities
- Ensure GIS solutions and activities align with project goals and EWR priorities.
- Support the SDEM in creating, managing, and maintaining EWR's data catalogue and applying data & metadata standards within the CDE (Common Data Environment).
- Provide cartographic and geospatial support to project teams.
- Collaborate with internal stakeholders, including Engineering, Delivery, Environmental, and Land & Property teams, to integrate digital solutions into workflows.
- Be familiar with and utilize Building Information Modelling (BIM) and other advanced technologies.
- Ensure the accuracy, integrity, and security of GIS data throughout the project lifecycle.
- Work with external partners and information teams for seamless GIS data sharing and integration.
- Proactively seek innovative solutions to challenges and opportunities.
- Prioritize health and safety in line with EWR Co principles.
- Maintain a cost-conscious approach, considering public funds in decision-making.
- Act as a role model for EWR Co's vision and behaviors, promoting and supporting ways of working that align with company values.
Skills, Knowledge, and Expertise
- Experience managing GIS capabilities, specialists, and data technicians.
- Experience working within BIM CDEs and managing BIM data protocols.
- Experience specifying and procuring measured survey contracts.
- Broad experience in data management activities on major programmes within regulated organizations with complex interfaces.
- Knowledge of the engineering lifecycle: requirements, specification, design, build, maintenance, verification, and validation.
- Extensive experience in data set specification, interface management, and control on multi-disciplinary programmes.
- Proven ability to engage with peers and stakeholders effectively.
- Experience in change management within fast-changing environments.
- Knowledge of UK rail industry legislation and standards.
- Experience configuring and maintaining ESRI GIS portals (e.g., ArcGIS Pro and Online).
- Familiarity with GIS standards like WMS, WFS, WMTS, WPS, WCS, CSW.
- Experience integrating CAD and GIS data for visualization, VR, and AR solutions.
- Proficiency with ETL tools and technologies, and managing CAD formats (dwg, dgn, rvt, iFC).
- Knowledge of geospatial data formats (ECW, GeoTIFF, DTM/DSM, ASCII).
- Good understanding of metadata standards and industry data interchange protocols (e.g., RESTful Web Services).
- Knowledge of Microsoft Azure and spatial database engines (e.g., Postgres SDEs).
- Ability to analyze complex data and produce effective solutions quickly.
- Excellent communication skills, capable of promoting digital delivery strategies.
- Bachelor's or master's degree in relevant disciplines such as GIS, geography, surveying, urban planning, or equivalent experience.
- Membership of a relevant professional body (e.g., Chartered Geographer, Royal Geographic Society) is preferred.
