Job Description

The Deputy Director of Finance will provide strategic leadership across Finance, Procurement, and Risk Management functions, ensuring the organisation meets its statutory obligations and delivers value for money. This role supports the Finance Director in maintaining financial integrity, driving efficiency, and embedding robust governance across all operations.


Financial Management

  • Oversight and strategic leadership of the development and delivery of financial planning, budgeting, forecasting, and reporting processes.
  • Ensure compliance with public sector financial regulations, including Managing Public Money and relevant accounting standards.
  • Oversee financial controls, internal audit coordination, and external audit readiness.
  • Provide strategic financial advice to senior stakeholders to support decision-making.

Procurement

  • Oversight and leadership of the team in developing and implementing procurement strategies aligned with organisational goals.
  • Ensure procurement activities deliver value for money, transparency, and compliance.
  • Oversight and leadership of contract management and supplier relationship strategies.
  • Promote sustainable and ethical procurement practices.

Risk Management

  • Oversight and strategic leadership of the development and maintenance of the organisation's risk management framework.
  • Leading the risk team in their remit to identify, assess, and mitigate financial, operational, and strategic risks.
  • Ensure risk reporting is embedded in governance and decision-making processes.
  • Collaborate with internal audit and compliance teams to monitor risk controls.

Stakeholder Management

  • Deputise for the Finance Director as required.
  • Lead and develop high-performing teams across finance, procurement, and risk.
  • Foster a culture of continuous improvement, innovation, and accountability.
  • Build strong relationships with internal and external stakeholders.
  • Champion diversity, inclusion, and wellbeing within the team.

Skills & Knowledge

  • Professional accounting qualification (e.g., ACA, ACCA, CIMA) least 10 years post qualification management accounting experience.
  • Proven experience in senior finance leadership roles with interaction at ExCo and Board level.
  • Strong knowledge of procurement and risk management practices.
  • Excellent strategic thinking and analytical skills.
  • Effective communicator with strong leadership and influencing capabilities.

Desirable

  • Experience in public sector-specific experience, e.g., public sector, healthcare, education.
  • Familiarity with ERP systems and financial technologies.
  • Knowledge of sustainability and ESG principles in procurement.
  • Proficient with excel and financial modelling.
  • Good attention to detail and able to prioritise activities
  • Adaptable, and flexible and working in a fast-paced environment which changes and adapts to business needs.
  • Management of a team of c12 staff
  • Provide support and guidance to junior staff as needed
  • Increase FRC efficiency and cost-effectiveness
  • The Deputy Finance Director plays a key strategic role in influencing an organisation's financial direction, requiring strong business interaction, relationship building, and influencing skills.They must effectively communicate financial information and insights to both finance and non-finance teams, building trust and fostering collaboration to drive business decisions.This involves strategic thinking, strong interpersonal skills, and the ability to influence key stakeholders.
