Job overview To support the Radiology Clinical Director, Chief of Service and Divisional Director of Operations in ensuring that the highest standard of clinical care is delivered through continuous quality improvement. In conjunction with Directorate colleagues, create an environment where staff are engaged and empowered to actively contribute to the Trust's objectives and the Trust's vision and values are realised.
To provide principal clinical leadership for the Clinical Directorate and deliver on agreed quality and safety outcomes for the Directorate together with relevant performance measures and to support the financial sustainability of the Directorate.

To contribute to the development of the Directorate to maximise the best use of resources (people, knowledge, skills, expertise financial and physical assets) so that UHSussex meets its operational priorities for best and safest care, financial balance, 18 week maximum elective waits, 2ww and other cancer performance targets, 95% 4 hour A&E waits, reductions in infections and the '3Ts Programme'.

Main duties of the job To demonstrate a high level of clinical leadership and provide evidenced based professional advice and practical guidance. To demonstrate knowledge and leadership that will act as an exemplar model for the behaviour of all staff within the service.

The post holder will have responsibility for ensuring that there are effective clinical governance arrangements within the Directorate. The Clinical Director will provide advice to the Medical Director and Director of Nursing on matters of clinical policy and practice, staffing, education and training.

Detailed job description and main responsibilities 1. Operational issues
• Yearly job planning for all the Clinicians in the department according to Trust guidelines.
• Work with the directorate general manager and divisional team to keep medical spend within the departmental budget and highlight and understand any discrepancies therein.
• Ensuring leave rules are applied and safe medical staffing levels are maintained.
• Ensuring appraisal and mandatory training compliance.
• Conduct, capability and health issue management for all grades of medical staff.
• Overseeing service developments and delivery changes that flow from job planning changes or other Trust developments during the year. This will include delivery of national targets.
• Co-ordinating development projects within the department in conjunction with the Trust and Divisional goals and objectives. This will include regular meetings with the wider Divisional team.
• Developing a clinical leadership structure within the department that supports the operational goals outlined above.

2. Quality and Safety
• Engaging with the Trust and Divisional structure for assuring quality and safety within the department.
• Developing a leadership structure within the department that supports a high quality service. The relevant domains within the Trust structure include Patient Safety, Clinical Outcomes and Effectiveness and Patient Experience and Engagement.
• The development and implementation of the Trust's clinical strategy.
• Performance assessment of teams and individuals in their area.
• Reacting to and resolving satisfactorily, concerns raised internally or externally regarding clinical quality and safety in their area.

3. Teaching & Training
• Developing a leadership structure within the department that will ensure high quality teaching and training for all grades of doctor and clinical AHPs as necessary. This will include:
i. Ensuring that all trainees are allocated educational and clinical supervisors in conjunction with the teams overseeing their training.
ii. Ensuring that appropriate teaching and training opportunities are made available for the trainees during their time
iii. Ensuring that the rotas and timetabling for all the training grades meets EWTD standards and enables trainees to take advantage of all the training opportunities the department has on offer.
• Working with the team to diversify and modernise the workforce to meet modern training and workforce requirements, as opportunities arise.

Person specification Experience /Qualifications
  • • Previous experience in substantive consultant role.
  • • Significant evidence of success in a Consultant leadership role.
  • • Business/service planning in management or educational role.
  • • Evidence of continued professional development.
  • • Understanding of the provision and delivery of health care services, and of the Government's strategy and plans for modernising health care.
  • • Sound understanding of the principles of clinical governance and clinical quality improvement.
  • • Clear understanding of the NHS systems, agenda and strategic issues in healthcare and ability to interpret these in a given setting.
  • • Detailed understanding of current clinical and other issues relating to acute healthcare.
  • • Postgraduate qualification in leadership or management
  • • On the specialist register.
  • • Case management or case investigation training.
  • • Lean management system knowledge
  • • Experience as an appraiser to support revalidation.
