The Contracts and Procurement Surveyor will handle building/quantity surveying duties such as property inspections, defect analysis, procurement, contract management and project administration. A full, clean driving licence and access to a personal vehicle are required.
Key Responsibilities Procurement of Contracts and Associated Works- Undertake pre and post inspections of repair work and produce detailed reports.
- Support pre works/project teams in setting procurement strategy, developing tender lists, feeding back market intelligence, evaluating tenders, and supporting adjudications.
- Carry out feasibility studies, design solutions and prepare cost estimates for projects and budgets.
- Produce and publish tender packages including specifications, schedules of works, BOQ, and contract documents in line with public procurement requirements, Tuath Housing policy, and best practice.
- Manage project risk assessment, identification, and mitigation.
- Fulfil PSDP role.
- Inspect and report on projects, chair meetings, coordinate with suppliers, and monitor progress, performance, and cost control.
- Prepare detailed periodic progress reports for management and maintain project files according to policy.
- Handle general contract administration duties: review payment applications, invoicing, completion certificates, claims, etc.
- Identify and manage supply chain risk and opportunities for tender packages.
- Manage planned and cyclical maintenance programmes using a Building Asset Database and associated software.
- Supervise planned maintenance contracts and control costs.
- Manage service contract providers and inspect works.
- Coordinate with internal and external stakeholders, including other departments, tenants, suppliers, staff, and occupational therapists.
- Provide technical assistance and advice to other department staff as required.
- Produce detailed and accurate reports, proficient in Word, Excel, Microsoft Project, and PowerPoint.
- Assume people management responsibility as appropriate based on department structure.
- Inspect and report on defects and other property condition issues.
- Assist in designing/re designing buildings to meet the needs of people with disabilities.
- Implement Sustainable Energy Management programmes, including energy audits, funding support applications, and improvement programmes.
- Request/attend training appropriate to the role; proactive self learning encouraged.
- Liaise with managing agents/companies concerning areas under their control.
- Handle insurance claims, liaising with insurers, loss assessors, and adjustors on behalf of the Association.
- Assist management with compilation of statistics, reports, and data.
- Coordinate with Housing Management on all tenant related matters.
- Ensure all activities are safe and comply with the Association's Health and Safety Policy and personal obligations.
- Contribute to effective delivery of a quality service through formulation and implementation of Tuath policies and procedures.
- Comply with Data Protection, Equal Opportunities, and Equality legislation.
- Participate in forums, working groups, and committees as required.
- Promote the Association positively in all activities.
- Exercise discretion in all aspects of the role.
- Perform any other duties consistent with the role.
- At least 2 years' experience in a similar role.
- Level 7 (NFQ) or above qualification in Building Surveying, Quantity Surveying, Construction Management, or equivalent construction-related qualification.
- Experience in procurement/contract supervision.
- Knowledge of public procurement principles and regulations.
- Knowledge of health and safety legislation and compliance within the construction industry.
- Desirable: knowledge of building pathology, technical guidance documents, and building control requirements.
- Desirable: prior technical/construction experience in housing, managing repair and refurbishment projects.
- Desirable: experience in defect diagnosis, remedial works, and cyclical/planned work maintenance programmes.
- Financial control and budget management skills.
- Excellent organisational, analytical, and problem solving skills.
- Excellent communication, interpersonal, and relationship building skills.
- Ability to work effectively as part of a team and independently.
- Good organisational and time management skills.
