7697 HCCNHI02 Consultant in Public Health Medicine s.i. Health Intelligence HSE Corporate - National Public Health for 37 hours per week

This is an appointment to the Corporate on a Public Only Consultants' Contract 2023 by the Health Service Executive. The initial commitment for this post will be to HSE Corporate - National Public Health for 37 hours per week. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE's National Clinical Programmes including commitment to deliver the relevant performance outcomes.

Main Duties of the Job

The Consultant in Public Health Medicine - National Health Intelligence will be accountable for provision of high level intelligence and analytical evidence-based outputs in support of the vision outlined in the HSE Corporate Plan 2021 -2024 "a healthier Ireland, with the right care, at the right time and in the right place." The post holder will lead improvements within the NHIU and contribute as a member of the NHIU Senior Leadership team. The Consultant in Public Health Medicine - National Health Intelligence will be required to:

• Provide Public Health clinical expertise and leadership as a member of the Health Intelligence Senior Leadership team and collective leadership as a member of the National Public Health Intelligence Network (NPHIN).
• Leverage horizon scanning, knowledge management and public health intelligence for emerging trends in population health. Lead on the design and delivery of health intelligence projects and programmes within National Health Intelligence services, including advanced health analytics, health projections and health modelling, as well as leading on the development and ongoing management of underpinning software systems/platforms.
• Build, maintain and strengthen the relationship with the Public Health, Health Protection, Health Improvement, Health Service Improvement, and Quality and Patient Safety functions.
• Drive high quality research and evaluation.
• Ensure consistent and effective quality assurance systems, including standards, policies and procedures, are in place across all health intelligence programmes and work closely with the relevant stakeholders and programme managers to support the delivery of quality assurance for the health intelligence programmes.
• Be responsible for identifying and informing action on tackling inequalities in public health.
• Act as a spokesperson and public health advocate for National Health Intelligence.

The HSE's Public Health Service protects and promotes the health of the Irish population, contributes effectively to major service design and policy implementation, strives to address health inequalities, and ensures a population needs based approach to integrated healthcare delivery.

The Public Health Service has embarked on a programme of strategic structural reform to implement a new, consultant-delivered service delivery model aligned to international best practice and to address the recommendations of the Crowe Horwath Report. The enhanced service delivery model introduces a strong Public Health Function strategically aligned within the HSE and to healthcare delivery structures. Aligned to this reform, six new Public Health Areas have been established in line with the Slaintecare Regional Health Areas.

The appointment is whole-time, permanent and pensionable.

The annual salary will be as set out in the Public Only Consultants' Contract 2023. Medical Consultants Salary Scales from 1st June 2026:

The standard working week applying to the post is: 37 hours per week.

The annual leave associated with the post is: 30 Working Days per annum.
