Dudley Adult Social Care, which has a CQC rating of Good, is seeking an experienced Commissioning Officer to join the Commissioning Team to help drive forward our ambitions for a sustainable, high-quality social care market. This is an exciting opportunity to play a central role in developing service provision that meets the needs of adults with disabilities, including people with learning disabilities, autism, and mental health needs.

About the Role

As a Commissioning Officer, you will:

  • Provide management, monitoring, and oversight of commissioned services, ensuring compliance with contractual and commissioning requirements.
  • Evaluate performance against demand, quality standards and market needs, supporting providers to improve services and deliver meaningful outcomes.
  • Contribute to and support the development of strategic commissioning plans, including the design and implementation of innovation projects.
  • Commission a range of community-based services that meet local sufficiency needs and reflect the ambitions of our residents and communities.
  • Work collaboratively with partners, providers, and stakeholders to strengthen the adult social care market in Dudley.
About You

We are looking for someone who can bring energy, expertise, and insight to our commissioning function. You should have:

  • Experience in managing and leading change within adult social care services.
  • A strong background in commissioning and procuring services for people who use adult social care.
  • A relevant health or social care qualification at Degree level (RQF Level 5 or equivalent), or be working toward this.
  • Excellent communication, negotiation, and partnership-building skills.
  • The ability to work effectively both independently and as part of a supportive team.
  • A clear understanding of market challenges, market shaping, and the evolving landscape of adult social care.
