Clinical Nurse Manager 2 - Oncology Oral Chemo Unit

This role is on a permanent, full time basis working 37.5 hours per week.

The Clinical Nurse Manager 2 (CNM2) for the Oral Anti-Cancer Medicines (OAM) Service holds a pivotal clinical, managerial, and leadership role within the outpatient oncology directorate. Operating under the structural framework of the Blackrock Health and National Cancer Control Programme (NCCP) Model of Care, the CNM2 is responsible for the strategic development, daily operational coordination, and clinical governance of the OAM service.

This post balances high-level clinical expertise in systemic anti-cancer therapy (SACT) toxicities with operational management - leading a team of staff nurses, driving evidence-based practice development, optimizing the National Cancer Information System (NCIS) workflows, and bridging the collaborative pathway between the hospital multidisciplinary team (MDT), General Practitioners (GPs), and community pharmacies.

Key Responsibilities:

1. Clinical Leadership & Patient Care Governance:

  • Caseload Oversight: Manage and coordinate the clinical pathway for the complete cohort of oncology patients receiving oral anti-cancer therapies within the hospital service.
  • Advanced Clinical Triage: Act as the expert clinical escalation point for staff nurses triaging complex SACT-induced toxicities, utilizing standardized NCCP grading protocols to direct emergency referrals ,admissions or treatment holds.
  • Patient Advocacy & Quality: Ensure all nursing care is delivered to the highest professional standards using an evidence-based, care-planning approach in alignment with the NMBI Code of Professional Conduct.

2. Service Management & Operations:

  • Operational Governance: Exercise authority over the daily running of the OAM clinic, ensuring optimal deployment of nursing resources, clinic scheduling, and effective cross-functional workflows.
  • Operational Responsibility over the daily running of the Infusion Clinic , ensuring optimal deployment of nursing resources, clinic scheduling, and effective cross-functional workflows if required
  • Integrated Care Liaison: Lead communication and collaboration across secondary and primary care networks. Act as the primary link between hospital consultants, oncology pharmacists, patient GP, and community pharmacists to ensure safe medication dispensing cycles (one cycle at a time rule).
  • Digital Integration: Champion the implementation and maximum utility of the National Cancer Information System (NCIS) for tracking patient metrics, lab tracking, and electronic nursing documentation.

3. Quality Assurance, Risk & Audit:

  • Clinical Audit: Initiate, lead, and participate in regular clinical audits of the OAM service (e.g., adherence tracking, toxicities, documentation compliance) to align with JCI and Health Information and Quality Authority (HIQA) standards.
  • Risk Management: Maintain a live risk register for the service. Ensure near-misses, medication errors, or hazardous material incidents are documented via local risk-reporting systems (e.g., NIMS) with actionable corrective steps implemented.
  • Policy Development: Lead the formulation, review, and local implementation of nursing policies, standard operating procedures (SOPs), and guidelines concerning oral hazardous drug handling and patient safety.
  • Line Management: Manage, supervise, and support Staff Nurses, Clinical Nurse Specialist (CNS) peers, and clinical support staff within the service. Handle rostering, leave management, development reviews (PDR).
  • Education & Mentorship: Identify clinical training gaps. Cultivate a rich learning environment by facilitating the NCCP Oral Anti-cancer Medicines Online Training Programme for incoming staff and supervising undergraduate or postgraduate nursing students on placement.

The Candidate:

  • Must be explicitly registered in the General Division of the Live Register of Nurses maintained by the Nursing and Midwifery Board of Ireland (NMBI).
  • Possess a current, valid NMBI Active Practice Pin.
  • Bachelor of Science (BSc) in General Nursing (National Framework of Qualifications NFQ Level 8) or equivalent.
  • A recognized Post-Graduate Diploma/Master's degree in Oncology Nursing or Cancer Care (NFQ Level 9) is essential.
  • Completed or currently undertaking the NCCP Oral Anticancer Medicines Training Programme. Completion of a recognized (IIOP-NCCP Oral anti cancer medicines course) management course or a commitment to undertake one is highly preferred.
  • Minimum of 5 years of post-registration clinical nursing experience, with a minimum of 3 years spent in an acute oncology, haematology, or ambulatory SACT infusion environment.
  • Proven experience in a clinical leadership role (e.g., CNM1 , CNS or regular Senior Staff Nurse acting-up capacity) with demonstrable skills in change management and service planning.
