Job Description

DEPARTMENT OVERVIEW

Following an intensive bid process, MJ Quinn has been awarded the OSA (Openreach Service Agreement) contract, bringing significant growth across the Mid North Wales, South Wales, The Marches, West Mid Staff and Central regions. OSA is an updated version of Openreach's former ONSA contract and includes full regional ownership of most network upgrade programmes, maintenance and repair activities on behalf of Openreach.

JOB OBJECTIVE

The Patch Manager plays a pivotal role in ensuring the successful delivery of OSA Civils projects. This position is responsible for leading and supporting civils supervisors and engineers to achieve operational excellence in all aspects of civils works, including excavation, reinstatement, and compliance with client specifications. The objective is to:

  • Drive Project Success: Oversee the planning, coordination, and execution of civils activities to meet or exceed Openreach targets and deadlines.
  • Ensure Safety & Compliance: Champion a culture of safety and quality, ensuring all works adhere to statutory regulations, client standards, and environmental best practices.
  • Enhance Team Performance: Provide leadership, coaching, and mentoring to develop a high-performing team that delivers consistent results.
  • Stakeholder Engagement: Build strong relationships with local authorities, utility providers, and clients to facilitate smooth project delivery and resolve challenges proactively.
  • Promote Sustainability: Implement practices that minimize environmental impact and contribute to long-term business and community goals.
  • Continuous Improvement: Identify opportunities for innovation and efficiency, leveraging technology and best practices to optimize processes and outcomes.

KEY RESPONSIBILITIES

The key responsibilities of this role include, but are not limited to, the following tasks:

People-Focused

  • Liaise with Local Authorities, third party utility companies and the client to discuss works and agree job-specific conditions.
  • Report progress to key stakeholders.
  • Build and maintain strong relationships with team members, customers, and stakeholders.
  • Support team development through coaching, mentoring, and collaboration.
  • Foster an inclusive and supportive work environment.

Safety Always Matters

  • Manage works to ensure streetworks conditions and client timescales are met.
  • Carry out regular site audits.
  • Adhere to and enforce all safety protocols and standards.
  • Identify and mitigate risks proactively to ensure a safe workplace.
  • Promote a culture of safety awareness among team members.

Operational Excellence

  • Manage and monitor reinstatement quality.
  • Support civils supervisor and civils engineers completing works as per specification, overseeing excavation, backfill and reinstatement.
  • Execute tasks with precision and efficiency to meet performance targets.
  • Drive innovation and seek opportunities for continuous improvement.
  • Maintain high-quality standards in all aspects of your work.

  • Travel Requirements: Travel required across work patch
