Job Description

We are seeking a strategic and visionaryBusiness Manager to provide senior leadership and direction for a busy PMS GP Practice located on 2 sites - Burnt Ash Surgery & Downham FamilyMedical Practice.The post-holder will work closely with the GP Partners to drive long-termdevelopment and innovation, ensuring the sustainability and quality of servicesin an evolving healthcare landscape.

This role focuses exclusively on strategic, financial, governance, HR, andstakeholder engagement responsibilities, empowering clinical and operationalleads to manage day-to-day activities.

The Business Manager will contribute toshaping the future of the practice while maintaining high standards ofperformance, compliance, and staff engagement.

Main duties of the job

Strategic Planning & Development: Develop and implement long-term strategies to ensure the practice's growth and sustainability. This includes setting goals, identifying opportunities for expansion, and adapting to changes in the healthcare environment.

Governance & Compliance: Ensure the practice adheres to all legal and regulatory requirements. This involves maintaining up-to-date policies, managing risk, and ensuring compliance with healthcare standards and guidelines.

Financial Leadership: Oversee the financial health of the practice. Duties include budgeting, financial planning, managing accounts, and ensuring efficient use of resources. The manager also monitors financial performance and implements cost-saving measures.

People Strategy & Organisational Culture: Work collaboratively with the Gp Partners and Operational Manager in the development of a positive workplace culture.

External Relationships & Representation: Act as the primary liaison between the practice and external stakeholders, such as healthcare Commissioners, other healthcare providers, regulatory Agencies, and Estate providers. Represent the practice in community and professional forums to enhance its reputation and network.

Digital & Data Strategy: Implement and manage digital solutions to improve practice efficiency and patient care. This includes overseeing electronic health records, data security, and leveraging data analytics to inform decision-making and improve service delivery.

About us

Ashdown Medical Group with a total list size of 13,000 was formed following a merger of 2 GP practices namely Downham Family Medical Practice and Burnt Ash Surgery hence we are based on 2 sites-Downham Health and Leisure center, Moorside Road in Downham, Bromley and Burnt Ash at Lee Health Center. We are part of Sevenfields Primary Care Network (64,000 patients)including other GP practices: ICO Health Group,Torridon Medical Practice, Oakview Family Practice, Parkview Surgery and NovumHealth Partnership.

Sevenfields PCN has higher than average level of deprivation and BAMEpopulation; patients have significantly poorer uptake of childhood immunisationswhen compared with national average. Practices have a high prevalence ofdiabetes and other chronic medical conditions

Key Responsibilities

Strategic Planning & Development

Lead the formulation,implementation, and review of the practices strategic business plan.

Monitor and evaluate service performanceagainst national/local benchmarks and identify improvement opportunities.

Identify and pursue new incomestreams, funding opportunities, and collaborative ventures.

Develop and implement plansthat align service delivery with patient demand and financial viability.

Oversee clinical andorganisational audit activity to support continuous quality improvement.

Governance & Compliance

Ensure compliance with CareQuality Commission (CQC) requirements and NHS contractual obligations.

Maintain a culture of clinicalgovernance, safety, and risk management.

Oversee significant eventreviews, complaints trends, and policy updates to ensure learning andimprovement.

Safeguard confidentiality anddata protection through robust information governance frameworks.

Manage practice financialplanning including budgeting, forecasting, and financial reporting.

Monitor income streams (PMS,DES, LES, private work) and ensure accurate claims and payment tracking.

Provide regular financialinsights to partners to support informed decision-making.

Work with external accountantsto prepare annual accounts and ensure tax and pension compliance.

People Strategy and Organisational Culture

Lead workforce planning, HRpolicy development, and succession planning.

Foster a positive, inclusive,and high-performing culture that promotes wellbeing, collaboration, andprofessional development.

Support the annual appraisalframework and ensure staff objectives align with practice goals.

Advise partners on complex HRmatters including restructuring, performance, and strategic recruitment.

External Relationships and Representation

Represent the practice in localhealthcare forums, NHS Properties, LGT, PCN meetings, and with commissioners toensure the practice voice is heard.

Build and maintain partnershipswith other providers, community organisations, and stakeholders.

Digital and Data Strategy

Provide strategic oversight ofIT systems and digital tools that support business efficiency and patient care.

Use data and analytics to drivedecision-making and inform service planning.

Ensure adherence to datasecurity and information governance standards.

Person Specification Qualifications
  • Qualification in healthcare management, business administration or finance
Experience
  • Proven experience in strategic leadership, business development, or senior management in a healthcare or comparable setting
  • Experience working with GP practices, PCNs, or other NHS bodies
  • Strong financial acumen, with experience managing complex budgets
  • High-level understanding of NHS primary care landscape and funding streams
  • Excellent interpersonal and communication skills
  • Ability to think strategically, influence stakeholders, and lead change
  • Proficiency with data analysis and performance reporting
  • Experience with digital transformation initiatives
  • Understanding of HR and employment legislation in healthcare settings
