Laing O'Rourke are currently recruiting for a Building Regulations Principal Contractor - Compliance Coordinator.

This is a national role and will require periodic travel and overnight stays. This will be determined by workload and geographical requirements. It is essential that this capacity is maintained.

Role / responsibilities:

  • Support a Laing O'Rourke project team(s), where appointed organisationally as BRPC in fulfilling their statutory responsibilities under Part 2A of the Building Regulations 2010 (as amended), including, ensuring building work complies with all relevant requirements during the construction phase. Ensuring that only competent organisations and persons carry out or manage building work.
  • Act as the BRPC liaison to the other dutyholders: Client - to ensure suitable arrangements are in place for compliance. Building Regulations Principal Designer (BRPD) - to coordinate design and construction compliance. Contractors and Designers - to verify competence and facilitate cooperation. Promote a shared understanding of compliance responsibilities across all parties.
  • Support systems for assessing and recording the competence of all contractors. Ensure that competence is reviewed throughout the project lifecycle. Support Laing O'Rourke in fulfilling its obligations as BRPC in meeting its obligations under Regulation 11F of the Building Regulations 2010 (as amended).
  • Conduct regular risk-based inspections of the works to verify compliance with building regulations. Documenting findings from inspections and ensuring any compliance issues are proactively resolved and closed out accordingly. Provide an independent assurance layer between site-level quality control and building control.
    Volume and frequency of inspections will be determined by:
- The level of building safety risk. For example, items related to fire, structure, complex and bespoke elements will likely be subject to a greater volume of inspections.

- The Registered Building Inspector / Registered Building Control Approver site inspection class, in comparison to the building / project classification.
  • Participate in site inspections with the Registered Building Inspector / Registered Building Control Approver to ensure continuity of inspection on the key risk areas identified by the building control body. Inspect any areas of non-compliance or concern raised and document work to ensure that issues are appropriately resolved and closed out with the building control body.
  • Maintain clear, auditable records of: Competence checks, compliance inspections, dutyholder communications, ensure documentation is sufficient to demonstrate compliance at project completion.
  • Encourage proactive compliance behaviours across the project team. Support continuous improvement in regulatory understanding and practice.
  • Provide feedback and suggestions for improvements, and / or efficiencies to the Central Laing O'Rourke Building Safety Team, focusing on how the role can be optimised, and participate in Team activities and initiatives as a member of the extended Laing O'Rourke Building Safety Team.
Requirements:
  • Degree in Building Surveying, Building Control, architecture, structural engineering, fire engineering, construction management or a closely related field is desirable.
  • Chartered (or working towards) Professional Membership with RIBA, CABE, RICS or equivalent.
  • Minimum of 10 years of experience in the built environment, preferably with major projects background.
  • Exceptional communication skills, capable of guiding teams through complex regulatory frameworks.
  • Strong collaborative skills, with the ability to work effectively with internal teams and external consultants and stakeholders.
  • Experience in regular on-site inspection and associated documentation.
  • Excellent leadership, communication, and interpersonal skills.
  • Business acumen and an ability to identify and articulate value and opportunities with a customer focus.
  • Technical and Quality opportunity and risk management.
  • Highly skilled and able to prioritise and deliver in a complex and fast-paced environment.
