Job Description
The Role

The Commercial Function within the Infrastructure Delivery Directorate is responsible for providing the Directorate with the expert commercial and contract management knowledge required to deliver the Capital Investment Plan (CIP). The role drives commercial competence and capability within the directorate, increasing value and reducing risk in the delivery of the CIP.

Main Duties and Responsibilities
  • Responsible for driving the implementation & optimisation of the commercial delivery mechanisms to ensure efficiency and value for the delivery of the Capital Investment Plan.
  • Drive commercial contracting excellence and manage risk effectively by identifying commercial risks and opportunities.
  • Responsible for all commercial aspects of Infrastructure Delivery contracts such as commercial assurance and commercial assistance.
  • Monitor contractors' commercial performance post award and drive best practice, proactively identify potential cost over-runs and manage risk effectively ensuring contractual adherence from the supply chain.
  • Responsible for ensuring appropriate commercial governance is in place across contracts in line with Uisce Éireann policies.
  • Responsible for commercial analysis to ensure appropriate assessment of programme/project cost across the portfolios.
  • Responsible for the development and implementation of commercial models to support tender evaluation and assessment.
  • Implement and drive UÉ's IDD contract strategy to best meet the needs of the IDD portfolio.
  • In collaboration with UÉ's Supply Chain team influence and shape the future target contracting model to match the evolving size, shape and nature of the future UÉ investment plan.
  • Manage supplier relationships including developing and maintaining relationships with key existing suppliers/contractors and proactively identify potential new partners within the supply market.
  • Develop a benchmark of construction and service provider costs to ensure costs are appropriate.
  • Provide consolidated commercial reporting for the portfolio of commercial contracts.
  • Responsible for the commercial evaluation and analysis of all tenders within Infrastructure Delivery.
  • Drive effective contractual dispute resolution processes and act as escalation point where required to ensure timely resolution of issues.
  • Oversee the closeout of final accounts supporting the Project Managers and manage any significant contractual issues.
  • Support the IDD management team to develop and deliver a strategy that ensures the delivery of the Capital Investment Plan.
  • Drive and take responsibility for effective communication and consultation at senior level within Infrastructure Delivery and coordinate with specialist functions.
General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to Asset Management & Sustainability, COO - Asset Operations, Business Services - Supply Chain, CEO Office - Legal, CFO - Finance.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours expected from everyone in the team.
  • Other duties as required.
Knowledge, Skills and Experience
  • Relevant third level qualification and/or accreditation desirable.
  • Demonstrable commercial and contract management experience.
  • A minimum of 7 years' experience in the water, utilities or similar industries desirable or relevant experience.
  • Demonstrated leadership ability, proactive development, motivation and engagement of staff.
  • NEC contracting experience desirable.
  • Experience managing a large team, with strong people, change management and conflict resolution skills.
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders.
  • Demonstrated experience in leading teams to deliver customer focused objectives that enhance service delivery.
  • Experienced in collaborating across departments achieving shared objectives, including leading or contributing to cross functional projects.
  • Demonstrated experience influencing an environment of open, honest communication while upholding high ethical standards.
  • Proven track record of facilitating continuous improvement initiatives within a team.
  • Financially and commercially astute.
  • Demonstrated experience in seeking ways to improve safety and well being and challenging any unsafe practices.
