Job Description
Overview

B Wiltshire Council is seeking an experienced and strategic Waste Management Contract and Compliance Lead to oversee the delivery of statutory waste treatment and disposal services through a complex portfolio of multi-million-pound contracts. This pivotal role will ensure environmental and statutory compliance, drive performance, and contribute to the council's wider environmental objectives.

Location: Wiltshire Council

Set-up: Hybrid (50/50)

Rate: £260/day via umbrella inside IR35

Duration: Initial 3 months, potential extension

Hours: Full-time position (37-hours)

Responsibilities
  • Lead the management and delivery of high-value waste treatment and disposal contracts, including MRF, landfill, composting, MBT, EfW, and Household Recycling Centres
  • Oversee a team of specialist officers, ensuring effective contract management, compliance monitoring, and workforce planning
  • Act as the council's Deputy Authorised Representative, validating and approving contract spend, and implementing service and contract amendments as required
  • Provide expert advice on waste legislation, compliance, and industry best practice, shaping policies and strategies in line with environmental and corporate objectives
  • Represent the council at senior-level meetings, regionally and nationally, and deputise for the Head of Waste Management as required
Requirements
  • Degree or equivalent professional experience in commissioning, contract management, or waste/environmental services
  • Proven track record in managing large-scale, high-value service contracts, including financial oversight and supplier relationship management
  • Strong leadership experience, with the ability to develop and manage teams delivering complex operational and compliance functions
  • Excellent understanding of waste management legislation, health & safety in contracted services, and environmental permitting
  • Exceptional communication, negotiation, and analytical skills, with the ability to influence at senior levels and deliver innovative, evidence-based solutions
