Team Manager - Planning

Location: Leicester (Hybrid - 2 days per week onsite at County Hall)

Rate: £300 per day

Hours: 37 hours per week

Contract: Interim contract until November 2026

We are seeking an experienced Team Manager - Planning to lead a professional planning team within a busy planning service.

This is an excellent opportunity for an experienced planning professional to take responsibility for a broad range of planning functions, including minerals and waste planning, development management, team leadership, and strategic service delivery.

The Role

As Team Manager - Planning, you will be responsible for leading and managing a planning team, ensuring the effective delivery of high-quality planning services. Key responsibilities will include:

  • Leading the preparation, implementation, monitoring, and review of the Minerals and Waste Local Plan.
  • Managing all aspects of development management, including pre-application advice, planning applications, appeals, site monitoring, and enforcement.
  • Leading, supporting, and developing a team of planning professionals and support staff.
  • Managing workloads, priorities, resources, budgets, and performance.
  • Preparing and presenting reports, recommendations, and professional advice to committees and decision-making meetings.
  • Representing the organisation at planning appeals, hearings, public inquiries, and other formal proceedings.
  • Providing expert advice on planning policy, legislation, and emerging changes.
  • Building effective relationships with stakeholders and supporting collaborative approaches to complex planning matters.
About You

You will have:

  • A degree in Town Planning or a related discipline.
  • Professional membership of the Royal Town Planning Institute (RTPI) or an equivalent professional body.
  • Significant senior-level experience within a planning environment.
  • Strong experience in local plan preparation, development management, and complex planning matters.
  • Proven experience leading and managing professional teams.
  • Experience presenting reports, managing budgets, and delivering service improvements.
  • Excellent communication, negotiation, and stakeholder management skills.

Experience within a minerals and waste planning environment or at a senior level within a county planning authority would be advantageous.
