You'll play a pivotal role in designing and delivering software that enhances public services, streamlines operations, and drives innovation across the council.

What you'll be doing:

  • Oversee the full software development lifecycle (SDLC) from concept to deployment.
  • Champion best practices in software design, architecture, and coding.
  • Collaborate with project managers to deliver projects on time and to spec.
  • Drive innovation through automation, performance optimisation, and continuous improvement.
  • Manage service transitions and support ITIL process improvements.
  • Act as Incident Manager during critical events and provide expert-level support.

What we're looking for:

We're looking for someone with a strong technical foundation and a passion for leadership. You'll bring a blend of hands-on development experience and strategic oversight, with the ability to inspire your team and deliver results in a fast-paced environment.

  • A degree (or equivalent experience) in Computer Science, Software Engineering, or related field.
  • Proven experience in .NET/.NET 5+, C#, Microsoft Azure, APIs, and Power Platform.
  • Strong grasp of Agile (Scrum/Kanban) and DevOps methodologies.
  • Experience in managing SharePoint and complex system integrations.
  • Exceptional leadership, communication, and problem-solving skills.
  • A passion for innovation and a commitment to continuous improvement.

Bonus Points For

If you bring additional qualifications or experience, that's a big plus. These aren't essential, but they'll help you hit the ground running.

  • Project management certifications (APM, Prince2, Agile).
  • ITIL Foundation or Practitioner certifications.
  • Experience in database design and supporting line-of-business applications.

Why join us?

At Basingstoke and Deane Borough Council, we're proud of our innovative, inclusive, and supportive culture. You'll be part of a team that values creativity, continuous improvement, and collaboration. We offer:

  • Flexible hybrid working (60% office, 40% remote)
  • Ongoing professional development
  • A chance to shape the future of digital services in local government
