Job Description
About the Role:

Location: Belfast City Centre. Hours: Full-time, 37.5 hours per week. Salary: £27.49 per hour. Contract: Permanent.

MPA Recruitment is proud to partner with our public sector client to recruit a Senior Technical Architect for their Digital Operations Directorate. This is a senior leadership role where you will take responsibility for the design, integration, and delivery of complex technical solutions across health and social care in Northern Ireland.

You will provide expert technical advice and guidance on a range of areas, including networks, regional data centres, cybersecurity, cloud architecture, infrastructure, identity management, and healthcare interoperability. Working at the forefront of digital transformation, you will help shape services that support clinical and non-clinical teams, ensuring systems are modern, resilient, and fit for the future.

Key Responsibilities:
  • Lead the strategic technical design, planning, and implementation of large-scale IT programmes.
  • Analyse complex technical issues, workflows, and information flows to develop robust solutions.
  • Provide expert advice on infrastructure, cloud, cybersecurity, data migration, and interoperability.
  • Manage supplier performance, contracts, and technical service delivery.
  • Oversee budgets and project milestones, ensuring financial and operational objectives are met.
  • Represent the organisation at governance meetings, user groups, and regional forums.
  • Lead, develop, and empower technical teams, promoting continuous improvement and innovation.
  • Ensure all disaster recovery and business continuity processes are documented and tested.
What We're Looking For:
  • A degree or professional qualification with 3+ years in a senior technical architecture role within a major complex organisation (200+ staff or £50m+ turnover)
  • Proven experience leading technical design and delivery for programmes or projects over £0.5m.
  • At least 3 years' experience managing multiple teams and working with diverse stakeholders.
  • Evidence of leading IT system change, designing technical architecture, and implementing solutions.
  • Advanced problem-solving and communication skills, with the ability to engage, influence, and negotiate effectively.
  • A full UK driving licence.
Desirable:
  • Knowledge of healthcare systems and interoperability standards.
  • PRINCE2, ITIL, TOGAF, or equivalent qualifications.
  • Experience of integrating large-scale IT healthcare systems.
