Job Role : Senior Project Manager (Reviews Programme /Corporate Projects)
MPA are currently recruiting on behalf of our public service client for a Senior Project Manager (Reviews Programme /Corporate Projects) on a short-term contract.
The Postholder will take lead responsibility t o provide high level programme and project management advice and support to the executive management team of the RQIA for the planning, implementation and evaluation of identified programmes and corporate and strategic projects that will have an effect across health and social care.
The post-holder will provide the lead focus for the development and delivery of identified programmes and corporate projects within the organisation and is required to co-ordinate these activities across teams and staff in the Authority.
Location - Belfast
Salary - £27.49
Job Summary:
Strategy - to advise and assist the executive team in the identification and development of a range of high level, identified programmes and corporate projects, by ensuring that the RQIA has in place robust and evidence-based processes, thus ensuring RQIA's role as the premier organisation responsible for assuring the quality of health and social care services for the population of Northern Ireland and facilitating continuous quality improvement.
2. Governance - To participate in the development and implementation of sound governance structures within the sphere of leadership responsibilities which:

Relationships - To establish and maintain effective working relationships in relation to identified programmes and corporate projects with the RQIA executive team, Authority members, RQIA staff and all relevant external stakeholders. To attend executive team meetings to maintain a contextual strategic and operational knowledge base and also to provide appropriate information, advice and support in terms of the identified programmes and corporate projects. To work with senior management in HSCNI to encourage improvement.
4. Delivery Programme and Performance - to establish a programme of reviews, corporate projects and initiatives as agreed by the executive team and RQIA Board, consistent with the overall strategic direction as outlined in the RQIA Corporate Strategy.
The post-holder will have responsibility for scoping, leading, managing and delivering the programme of reviews, identified corporate projects, thus ensuring objectives and aims are met and a focus is maintained on improvement within all plans.
5. Resources - To ensure effective management of personnel and relevant programme/project teams in line with programme/project objectives. To be responsible for planning, monitoring and reviewing the appropriate resources to ensure delivery of programme aims and objectives to agreed timescales, quality and programme budgets, initiating corrective action, where necessary.
To assist with the effective utilisation of staff in accordance with the corporate and performance objectives outlined within the annual business / work plan.
6. Public Relations - To participate in activities designed to ensure that the reputation and image of RQIA is the insignia of 'quality 'in respect of health and social care in Northern Ireland.

Essential:
A university degree or recognised professional qualification and have at least three years' management experience in a senior management
role .
Or
Have at least five years' management experience in a senior management role .
Demonstrate evidence of personally managing and leading change within an organization
Have excellent communication skills to meet the needs of the post in full.
Must demonstrate a broad range of technical knowledge and be aware of new technology and service developments
Desirable :
Knowledge of HSC data standards and modernisation agenda.

Experience /Knowledge
- Have at least 2 years practical working experience in the management of a project (or projects) using a formal project management method such as PRINCE2 at practitioner level.
- Experience and knowledge in the interpretation of information and report writing.
- Knowledge of HSC organisations and services provided.
- Knowledge of governance, risk management and / or quality assurance.
- Knowledge of the legislation and associated regulations underpinning the work of RQIA.
- Ability to use Microsoft Office (including Word, Excel, Outlook and Power Point).
- Ability to work both independently and as part of a team.
- Ability to work to immovable deadlines.
- An excellent attendance record.
- Ability to respond well in stressful circumstances providing sound judgement and leadership.
