As a Senior Policy Researcher / Director at Virtual Routes, you will lead policy relevant research on emerging technologies in global affairs. Your work will inform policy discussions, contribute to public debate, and support decision makers addressing technology and security challenges.
This is a senior role for someone able to combine rigorous research with practical policy engagement. The position involves leading a small research team, producing high quality analysis, and engaging with stakeholders across government, industry, and civil society. It suits someone comfortable working at the interface of research and policy, with the ability to work independently across all stages of the policy research cycle: project conceptualisation, scoping, fundraising, implementation, delivery, and impact tracking.

Location: London, based at the new Virtual Routes office, with flexibility for hybrid working arrangements
Contract Type: 1 year fixed term contract, with potential for extension or transition to a permanent role
Working Hours: Full time (80-100% FTE)
Key Responsibilities- Lead research on emerging technology policy
- Manage and mentor a small team of researchers and project staff
- Produce well evidenced written outputs, including reports, policy briefs, and articles
- Contribute to the development of research agendas and project concepts
- Engage with policymakers, practitioners, and experts across sectors
- Represent Virtual Routes in policy discussions, workshops, and conferences
- Work independently to develop and secure new project ideas and funding, as well as supporting others where relevant
Experience
- Substantial experience in policy research, analysis, or advisory roles
- Experience engaging with policymakers or senior stakeholders
- A strong publication record in policy or research outlets
- Experience supervising researchers or managing projects
- A successful track record of project development and fundraising
Education
- Advanced degree (Master's or PhD) in a relevant field such as security studies, international relations, public policy, computer science, or law.
Skills
- Excellent analytical and writing skills
- Ability to frame research for policy audiences
- Strong communication and stakeholder engagement skills
- Sound judgment on policy relevant and sensitive issues
Domain Expertise
- Deep expertise in at least one emerging technology field (e.g. AI, quantum technologies, space systems, biotech, etc.) is required
- Knowledge of related technology issues (e.g., cybersecurity, digital infrastructure, technology governance) is an advantage
