About the roleWe are looking for a creative and thoughtful individual, keen to make an impact, to join a new Monitoring, Evaluation and Learning (MEL) team at the Academy. The post-holder will be responsible for leading the development of robust MEL plans, framework, and tools, working closely and collaboratively with the Principal Consultant, Executive Director, and programme and product teams.
This is a brilliant opportunity for someone to shape the development and lead the delivery of a new function at the Academy, and we're looking for someone with rich experience in MEL and a creative and curious approach to supporting teams better evaluate the impact of their work. You may have worked in research, development and innovation, entrepreneurship, policy, international development, or education, and you are looking for a dynamic role where you have a lot of freedom to bring your initiative to drive forward improvements.
ResponsibilitiesLeadership:
- Lead the development of robust MEL plans, frameworks, and tools to evaluate the Academy's impact and identify areas for improving activities.
- This will include devising systems and strategies for the collection, cleaning, and storage of strategy performance data across the organisation.
- To act as the MEL technical expert and develop impact measurement processes and standards in line with best practice in the sector to ensure that deliveryteams, working groups, and the leadership team have access to information to support timely decision-making.
- Develop resources and deliver training to build the capability and confidence of colleagues in monitoring and evaluation, quantitative and qualitative data collection methods, and evaluation methodologies.
- Display personal commitment to equity, diversity, and inclusion (EDI) and proactively build consideration of EDI into your work.
Stakeholder Management:
- Work closely with the IT, Grant Operations, and Governance functions to co-develop and maintain digital solutions for secure and streamlined data processing, analysis, and presentation.
- Work closely with the Analysis function to support the use of third-party data sources, excellent quantitative and qualitative methodologies, and, where appropriate, joint training offers to colleagues.
- To build and maintain an effective network of contacts with key external partners and stakeholders, and identify opportunities for collaboration with external bodies and data holders when appropriate.
Line Management Responsibilities:
- Line manage and provide development support for MEL staff. As the MEL team grows, it is expected that there will be a requirement for additional staff, and this role holder will be responsible for their management.
Other:
- Undertake any other duties reasonably required to support the Academy's MEL function and wider impact.
Experience & Qualifications:
- Substantial experience working in monitoring and evaluation and learning (MEL)
- Experience in the design and delivery of MEL frameworks to support organisations to understand impact and drive improvements
- Experience developing or working with outcomes frameworks and developing indicators & measurements
- Experience in supporting effective and impactful reporting practices
Knowledge:
- Understanding of technical aspects of evaluation methodologies and an ability to develop high-quality MEL plans and frameworks.
- Knowledge of good data management and reporting practices
Skills:
- Ability to design and implement innovative MEL approaches
- Ability to commission monitoring and evaluation projects from a wide variety of stakeholders
- Excellent skills in communicating evidence and analysis, verbally, visually, and in writing, clearly and concisely to nontechnical audiences.
- Ability to develop and maintain effective working relationships across a diverse range of stakeholders.
- Strong skills in influencing colleagues and supporting the continuous improvement of MEL practices

- An understanding of the role of engineering, research, and innovation in society.
- Knowledge and experience in survey design.
- Knowledge of grant programmes
- Knowledge of key data sets and sources for higher education and R&D.
- Knowledge of the government's role in supporting research and innovation
