Job Description
What you will be doing Operational
  • Develop and implement a comprehensive asset Planned Preventative Maintenance Plan.

  • Regular review of the current scope and specification of all contracts ensuring fit for purpose and management of key contractors and external suppliers, ensuring service delivery levels are maintained and Westfield standards are adhered to.

  • Liaise with the procurement team to compile tender documents and negotiate contract renewals.

  • Management and control of the centre's LTEAP to ensure the centre meets the URW Better Places targets on energy, implementation of renewable energy initiatives, reduction in waste, water usage and recycling targets.

  • Coordinate the delivery of all energy reporting (including water) with GM Commercial to ensure consistency and accuracy or internal and external data reported.

  • Work with GM Commercial on major energy projects including solar PV.

  • Technical lead for cross functional centre projects such as District Heating Network decarbonisation project working with GM Commercial.

  • Deliver the key actions arising from internal and external audits and periodic inspections.

  • Duty Management responsibilities when required including bank holidays and weekends.

Budgeting & Financial Management
  • Develop, implement and establish all financial functions and control procedures, incorporating established company policies and procedures.

  • Develop annual budgets and long-term forecasts with the finance team.

  • Review all costs and expenses, track against budgets and produce monthly forecast and present to General Manager.

  • Identify potential major maintenance and capital expenditure projects to support the centre's LTEAP and maintenance schedule.

  • Continually review facilities service processes to identify cost efficiencies and alignment with Westfield London.

Compliance
  • Monitor processes and procedures to ensure compliance. Conducting checks to ensure that all service providers and managers are compliant, and department is audit ready at any time.

  • Ensure all activities comply with the requirements of the Centre Health, Safety and Environmental Policy

  • Manage continuous improvement to maintain ISO14001 and IS045001 compliance.

  • Identify risks and workplace hazards and implement solutions.

  • Develop good working relationships with local Authorities. Delivery of Better Places Certification and Compliance.

Management and Team Leadership
  • Provide clear guidance and management to all direct reports ensuring business and personal objectives are set and achieved.

  • Ensure all staff comply with corporate personnel policies and applicable laws.

  • Maintain positive relationships with all internal departments and tenants.

  • Provide training in centre processes and practices.

  • Drive alignment with the Westfield London FM team at every opportunity.

  • Clear and Consistent communications to Paris head office Team.

  • Coordination with General Manager Commercial on all matters affecting energy management and performance reporting.

Essential Qualifications and Experience
  • Educated or experienced to NVQ level 6 in Facilities Management, Building Services, Estate Management or a related discipline is preferable.

  • To hold membership of a relevant professional body including BIFM, CIBSE, RICS or IOSH.

  • Must hold a NEBOSH or IOSH accredited qualification in Health & Safety.

  • To have an engineering background with a sound understanding of M&E, Critical infrastructure, contract management and PPM's.

  • Experience of developing a long-term strategy for achieving net zero and energy reduction targets.

  • Detailed experience in the use of CAFM and compliance software.

  • Experience working in facilities or estate management for a minimum of 10 years.

  • Solid experience in the management of external suppliers, contractors and consultants covering a range of services. (Primarily hard services)

  • Experience of creatig long term financial budget strategies for capital and service charge expenditure

  • Familiarity of ISO14001 and ISO45001 accreditation and continuous improvement requirements

  • Solid knowledge of BREEAM, CREM and LEED

  • Familiarity with facilities documentation including O&M manuals, drawings, engineer reports, compliance certificates and PPM planners.

  • Strong knowledge of building systems, maintenance practices, and safety regulations.

  • A proven track record of managing a large portfolio of buildings and associated facilities management services at a senior level, including the ability to deliver complex, multi-disciplinary programmes.
