Job Description

NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for non-key experts to support the core team during the implementation of this project.

The overall objective of the Education PER would be to provide evidence-based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland's education sector, improve service delivery).


Senior Expert - Education Specialist (Category I)


Key Responsibilities:

  • Provide expert analysis of education service delivery models and financing mechanisms.
  • Evaluate alignment between sectoral budgets and national education priorities.
  • Conduct cost-effectiveness and cost-benefit analyses of education policies and investments.
  • Assess the impact of public expenditure on learning outcomes, equity, and access.
  • Contribute to the design of evidence-based strategies for improving education systems.
  • Support dialogue with government counterparts and development partners.
  • Draft high-quality reports, policy briefs, and recommendations.


️ Qualifications and skills:

  • Master's degree or higher in Education, Public Policy, Economics, Development Studies, or a related field.
  • Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.

️ Professional experience:

  • Minimum of 12 years of relevant professional experience, with at least 5 years in a senior advisory or technical role focused on education.
  • Proven track record in analyzing education sector budgets, public expenditure reviews, or cost-effectiveness evaluations.
  • Demonstrated expertise in linking education policy with budgeting and investment planning.
  • Strong knowledge of education systems in developing or transitional contexts.
  • Experience working with international development agencies or in multi-stakeholder environments is highly desirable.
