Qualification/Registration: Member or Fellow of the Royal Institution of Chartered Surveyors (RICS).
The role is to provide high quality support to all aspects of the Development function of the Development and Investment Service as part of the Growth and Development Directorate with a focus on the city centre. You will be an integral part of a highly professional team that provides high quality development and property advice, support and input to regeneration schemes, development proposals and the Council's investment portfolio supporting the Council's growth ambitions, policies and strategies.
The role sits within the Growth and Development Directorate, the service which underpins the Council's priorities for the growth and regeneration of the city. It provides organisational leadership and accountability for major development city wide to provide new homes, commercial, retail, cultural space and the delivery of jobs to sustain Manchester's economic growth.
The Development Team is responsible for facilitating and supporting high profile development schemes and provides a very interesting and varied workload, presenting an exciting opportunity for the right candidate to work on key development and regeneration projects, supporting the Council's financial and new housing ambitions towards delivering 32,000 new homes, including 6,400 affordable, promoting the city's Economic Growth agenda through the use of assets and supporting the MCC's Climate Change Action.

About the Candidate Essential requirements for the role:
- Partnership and collaborative working: Negotiate complex agreements with Council wide impact. Is able to influence and persuade key Council decision makers. Ability to build and maintain strong networks of support both internally and externally and to forge effective partnerships with external agencies, voluntary and statutory, and key stakeholders for continuous improvement of services.
- Analytic Skills: Skills to analyse a wide range of data and other sources of information to break them down into component parts, patterns and relationships; probes for further understanding of problems and makes rational judgements from the available information and analysis, demonstrating and understanding one issue may be part of a much larger system/issue.
- Commercial Skills: Demonstrates sound business intelligence and ability to identify commercially viable opportunities and secure value for money in service delivery.
- Strategic Thinking: Ability to identify patterns, trends and long term possibilities; can create and shape a vision of the future that fits in with the Council's long term objectives and is able to articulate strategy to a wider audience.
- Communication and Influence: Excellent communication, both oral and written. A skilled communicator in terms of the political/officer interface. Shows integrity, creates rapport, trust and confidence.
- Performance Management: Demonstrates that they use performance management to monitor the performance of the teams and service priorities against key performance indicators. Establishes clear targets and monitors performance to ensure continuous improvement in service delivery.
- Management: Able to effectively manage and prioritise own workload and those of others.
