Creativity isn't something that only senior managers do. In Digital and Innovation at Westminster City Council, we expect it from everyone, including our newest recruits.


Enter Anakha, a graduate trainee, full of energy and fresh ideas. We welcomed her input to our Smart City initiatives, especially our Innovation Hub - a newly created space where staff, residents and businesses can meet, experiment and exchange ideas.


But it was what happened next that really made a difference. Anakha's innovation space project was used to invite young people to help them find work through the Kickstart programme as well as to recruit young people to our Tech Lions initiative, and is regularly occupied by the Apprentice community.


We're also inviting residents aged 11-19 from the Westminster Youth Council to the Hub to attend a fun 'speed dating' event, where they hear from different digital teams. We'll continue to meet with them every week to keep them directly involved in our plans to ensure young people have a regular voice at the heart of the council. From the importance of electric vehicle charging points to new uses for tech, their insights about the kind of city they want to live in are central to our plans.


As for Anakha, she's now moved into a permanent Project Manager role in the Digital and Innovation Smart City team. Supported by ongoing mentoring from colleagues, she's already developing even bigger and better ideas.

The Role:

As a Senior Delivery Manager, you can make your own powerful contribution by working on one of our flagship products 'Report It'. This innovative product combines cutting-edge technology with AI to enable our local residents, businesses and visitors to report street-based issues. For example, reporting fly-tipping, graffiti, highways issues or even noise complaints in a quick, discreet and intuitive way. And with you in our team, we'll be able to go even further in our work.

You'll be responsible for coaching a multidisciplinary product team using Agile methodologies, embedding a culture of openness, collaboration, and continuous improvement. You'll work alongside a Senior Product Manager to create and manage evidenced backlogs, manage product / project releases, and ensure alignment between user needs, business priorities, and operational constraints. You'll take ownership of delivery from inception to post-launch improvements.

You'll coach teams and stakeholders on agile ways of working, promoting honest conversations and learning, while building and contributing to a council-wide delivery management practice. This includes leading team meetings / ceremonies and regular reporting cycles. You'll also support the introduction and application of cross-government service standards, ensuring digital products meet or exceed user expectations.

Monitoring and managing team performance and budgets, you will be accountable for maintaining value for money while driving innovation and productivity. Where applicable, you will lead commercial relationships, including supplier procurement and contract negotiations, ensuring technology partners align with our strategic goals and offer the best return on investment. You'll also have responsibility for recruiting and managing contractors, as needed.

As a visible leader in the council's digital transformation, you'll act as a spokesperson for delivery teams, representing progress to stakeholders, resolving escalations, and driving alignment across the organisation. You'll contribute to the wider digital community, engaging with peers across government and participating in events to champion Westminster's digital ambition.

As a Senior Delivery Manager, you will be expected to coach and line manage other Delivery Managers, to help them grow and deliver their best work.

You'll be part of a cohort of Senior Delivery Managers, who collectively lead and drive Best Delivery Practices for Digital and Innovation and Westminster City Council, driving efficiencies in managing time, budget and resources.

Above all, you will role-model The Westminster Way - leading generously, collaborating openly, and creating an inclusive, high-performing environment that supports agile innovation and genuine transformation.

You are a champion of applying agile methodologies to software product delivery. You have a strong track record of coaching and leading product teams in complex fast-paced environments, which enables you to accelerate team's delivery efficiency & predictability, while protecting team-health.

As a delivery leader, you are a strong communicator and negotiator, able to build influential relationships at senior levels, internally and externally. You have coached others in agile practices, actively contributed to a culture of feedback, and championed continuous learning.

You are skilled in creating positive, inclusive working environments where equality, diversity, and dignity at work are central. With strong people management experience, you empower and motivate teams to achieve meaningful outcomes. You can simplify complex ideas, actively listen, and act with empathy and professionalism.

You bring the confidence and ability to lead agile teams through ambiguity, optimise delivery flow, and represent the delivery community to internal stakeholders and wider audiences. Passionate about achieving the best outcomes for users, you advocate for Agile principles while remaining pragmatic, strategic, and focused on value for money.

Your work is grounded in a user-centred and service design mindset. You're experienced in creating clear delivery plans, managing budgets, overseeing procurement exercises, and navigating complex dependencies across programmes and portfolios.

You are confident working within the Government Digital and Data Profession Capability Framework, and have knowledge of cloud technologies, modern architecture, and software practices.
