Job Description
Overview

ROLE PURPOSE:

Responsible for the efficient and effective works delivery of Council's Vehicle Crossover programme and full service from application right through to the implementation of Domestic and Heavy-Duty crossover requests received by the Council

Responsibilities
  • People Management
    • To ensure other team members receive the appropriate level of communication to maintain engagement with the Council's vision, priorities and activities.
    • To effectively manage and coordinate any direct reports.
    • Ensure both individual and team accountabilities to deliver the outcomes required by the service are fully understood and delivered.
    • Support a culture that ensures a reputation for innovation, creativity and development.
    • Ensure compliance with key policy and procedure in areas such as health & safety, equalities and diversity and other statutory requirements.
  • Customer Management
    • Establish, develop and maintain relationships with internal and external suppliers.
    • Establish an effective internal network, meeting and communicating directly with other Council staff and suppliers to support the efficient development and delivery of the Highways Programme.
    • Maintain and develop effective professional networks that will add value to the work of the Council in that it is viewed as an influential and reliable partner.
    • Ensure appropriate, accurate and timely responses to support enquiries, Freedom of Information requests and response to complaints at all stages (including Ombudsman investigations) within agreed timescales.
    • Ensure other team members, external agents and contractors that undertake work for internal or external customers adhere to the Council's customer care standards.
    • Meet and communicate directly with key stakeholders to ensure that they are fully briefed on contract and supplier arrangements that relate to their service provision.
  • Operational Service Delivery
    • Installation and assessment of vehicle crossovers
    • Undertake preliminary site surveys, taking various dimensions, logging street furniture, road markings and signs etc, to allow construction drawings to be prepared for the full assessment and implementation of all crossover works.
    • Undertake consultation with internal and external parties as appropriate for the effective delivery of the crossover service
    • Undertake site supervision and monitor the delivery of crossover works
    • Raise Task/Works orders, undertake measurement of works, check contractor applications for payment, certification, assess variations and final accounts.
    • Deal with enquiries and correspondence relating to crossovers.
    • Comply with the Council's Health and Safety, Quality and Environmental requirements and standards.
    • Work in compliance with the Council's New Crossover Policy
    • Deputise for the Highways Delivery Manager and proactively participate in relevant meetings as required.
Qualifications

1. QUALIFICATIONS

  • ESSENTIAL

HND, Foundation degree, degree or diploma qualified (or equivalent) in Civil Engineering or significant relevant experience in the design and/or delivery of highway maintenance schemes.

  • DESIRABLE

Degree in Civil Engineering or related subject

Chartered or Incorporated Engineer

Member of recognised engineering institution.

Evidence of continued professional development.

Statutory or Role Specific Requirements
  • ESSENTIAL
  • Ability to work flexibly to meet the needs of the service, including some evening meetings.
  • Hold a current UK Drivers Licence or equivalent and have vehicle available for use at all times
  • Ability to fully access a wide variety of sites and rough ground in order to carry out the role.
  • Ability to travel out of Borough to evaluate potential contractors and consultants.

Experience
  • ESSENTIAL

Significant experiences of highways project design and delivery.

  • Good technical knowledge and awareness of highways improvement design and maintenance techniques.
  • Experience of working in a wide range of Highways projects using both traditional and modern forms of design, maintenance and repair.
  • Proven experience of meeting deadlines with effective accurate project reporting at management/project level.
  • Understanding of Environmental legislation and Recycling and how it affects improvement schemes.
Knowledge & Skills
  • ESSENTIAL
  • Knowledge of professional project management practices and methodology.
  • Capable of applying a range of technical skills in a prescribed manner. Management of small projects.
  • A good understanding of relevant health & safety legislation and codes of practice is required to ensure that safety is a primary consideration for all works.
  • Knowledge of Consultant appointments, construction, maintenance and repair contracts, warranties and other ancillary project documentation and the legal issues affecting Highways projects.
  • Extensive knowledge of relevant Highways related legislation including:
    • NRSWA 1994
    • Traffic Management Act 2004
    • Safety at Street Works and Road Works Code of Practice
    • Reservoirs Act
  • Detailed knowledge of health and safety legislation
  • Effective reporting and control of programme/project costs, approval of expenditure and accurate cost reporting, to include proactively identifying budget, cost to date, liabilities, forecasting cost to complete and cash flows including regular updates.
  • Highly numerate and IT literate, able to work effectively with the Microsoft Office suite of applications including Microsoft project, and standardised project reporting template documentation.
  • Able to communicate standards, priorities and deadlines to partners and staff
  • Knowledge of the Council's standing orders and reports.
