Key responsibilities
Reporting to the Head of Traffic & Lighting in Islington, you will manage a Street Lighting team providing and managing the Public Lighting Service in the borough, which includes a lighting stock of approximately 16,000. Leading a team who deliver lighting designs across the borough for exciting and progressive Traffic, Parking and Public Realm schemes and managing the Council's festive lighting programme. The management of the use of equipment for electric vehicle connections, CCTV, Telecom installations, advertising banners, air monitors and other 3rd Party attachments to the Council's infrastructure.

Duties and responsibilities:
• The management of a streetlighting PFI contract with responsibility for day to day management of the routine and non-routine maintenance element of the PFI contract
• To lead in the production, development and review of contracts, technical specifications, and the tendering process from pre-feasibility to post implementation reviews
• To lead on the roll out of energy reductions projects in public lighting, such as LED
replacements
• To lead on design and delivery of high quality lighting designs for traffic schemes, new developments and other such schemes
• To manage the lighting requirements at pedestrian crossings programme
• Responsibility for facilitating the use of equipment for electric vehicle connections, CCTV, Telecom installations, advertising banners, air monitors and other 3rd Party attachments to the Council's infrastructure, including the preparation and agreement of contractual arrangements
• To oversee the assessment of lighting levels in the borough, ensuring they meet the required levels of lighting for the location and implement any changes required
• Lead on the design and implementation of the festive lighting work stream
• Use of AUTOCAD, specialist lighting packages and the Microsoft suite of packages
• Project manager for lighting schemes from inception to design, including project and financial monitoring.
• Financial management and monitoring and ensuring that the Council is achieving value for money
• Consultation and stakeholder engagement, to ensure that we engage proactively with our residents and customers when implementing of changing any lighting related improvements
• Preparation and analyse of management information, including financial reports / project plans, recommending actions as appropriate.
• To follow the Council's systems for the implementation of the Construction (Design and Management) Regulations within the Service, maintaining and reviewing monitoring systems aimed at ensuring CDM requirements
• Staff management duties relating to the Traffic & Lighting Team, including the recruitment, training, development, mentoring, appraisal and conduct of staff; attend selection panels; assist in monitoring attendance and sickness absence, manage performance and other duties as directed
• To be responsible for the production, development and review of contracts, technical codes of practice and the tendering process from pre-feasibility to post-implementations reviews for the assigned functional areas of responsibility.
• To be responsible for the management and administrations of consultants, the preparation of consultants briefs, the evaluation of tenders and reviewing consultants performance in relation to the assigned functional areas of responsibility.
• To be responsible for the preparation, maintenance, review, monitoring, and ensuring adherence to such Service Level Agreements as are in force or are required by the team
• To be responsible for managing any savings associated with the work of the team
• To prepare Revenue and Capital Budget estimates, and to report, manage, adjust, programme and control expenditure, both on individual projects and on specific areas of expenditure for which the team is responsible employing financial systems to monitor spend throughout the year ensuring budgetary control.
• To be responsible for the management and overall supervision of all staff involved in work associated with contracts, and with directly delivered services in the Section, including the formulation and prioritization of work programmes, and the establishing and achieving of realistic targets, and the operation of an appraisal system.
