OverviewThe Ministry of Justice Property Directorate oversees one of the most diverse and complex government estates, including prisons, probation centres and MoJ HQ. It provides specialist services in facilities, health and safety, fire safety, security, technical design, and sustainability across a portfolio valued at £9.3 bn.
Responsibilities- Lead regional estates management and set strategic direction for the East Midlands region.
- Manage the custodial TFM contract, oversee contractor performance, and ensure compliance with statutory, regulatory and departmental requirements.
- Provide assurance to HMPPS and MoJ Property, resolve regional issues, and coordinate with Area Property Operations Managers and other RPOMs.
- Exercise delegated budgetary authority, coordinate spend and prioritise spend in the region.
- Lead, develop and coach a team of Area Property Operations Managers.
- Represent the region in the MoJ Property Directorate's Estates Transformation strategy and liaise with senior management.
- Ensure consistent delivery at regional and contract levels, monitor performance metrics, and drive continuous improvement.
- Strong experience in property and FM disciplines with demonstrable compliance record.
- Commercial and financial discipline expertise.
- Proven people management, mentoring and motivating skills.
- Asset management, maintenance and contract & supplier management experience.
- Ability to manage complex customer relationships and stakeholder liaison.
- Experience leading multi project programmes of maintenance or capital investment.
- Willingness to work towards MIWFM or CIWFM, MRICS or CEng accreditation within six months.
- Expectation to obtain an IWFM qualification at Level 3-4 or equivalent experience.
- NEBOSH National General Certificate or willingness to pursue it.
- Commercial training - NEC Accredited Training and understanding of TFM contract, NEC3 provisions required.
- Technical compliance training (L8, HV/LV, Asbestos, Legionella, Fire Safety, CPFSI, Construction Design Management) with refresher every two years.
- Commitment to join the Government Property Profession within six months.
- Full UK Driving Licence.
Hybrid working is available where business need allows; a minimum of 60 % of working time must be spent on site. Regular weekly travel to sites in the East Midlands region is required, and the role may involve unsocial hours and on call responsibilities.
