An exciting opportunity has arisen to join our team as HR Manager - Eastern Region.
Reporting to the Strategic Workforce Planning & Recruitment Senior Manager, the successful candidate will lead a small team in delivering a comprehensive and high-quality range of HR services across the Eastern Region.
The HR Manager will play a key role in promoting and maintaining high standards of people management, providing expert advice, guidance and support to Regional and Local Management across all aspects of HR. The role will also be responsible for developing and implementing a robust annual People Plan for the region, ensuring the effective coordination and delivery of agreed HR and recruitment priorities.
Working closely with Regional and Local Management, the successful candidate will build strong, collaborative partnerships and ensure HR services are aligned with organisational priorities and evolving business needs.

KEY RESPONSIBILITIES HR Services- Devise and execute an annual comprehensive HR people plan for the region, ensuring a positive employee experience across the eastern region.
- Develop a robust partnership with Regional Management to design and deliver tailored Recruitment and HR services aligned with business needs for the region.
- Support, coach and guide local management on the full range of HR interventions and supports during the entire employee life cycle, facilitating effective and proactive decision making to ensure solutions are realistic, fair, timely, consistent, transparent and effective.
- Agree and implement effective resource planning for the region to support delivery of business goals, proactively supporting the attraction, retention, and development of people to deliver on Bus Eireann's vision and strategy.
- Deliver all recruitment, selection and placement activities in line with business needs and in a timely manner, ensuring all processes are compliant with legislation and in line with best practice and organisation procedures.
- Report on all recruitment and retention KPIs.
- Create a focused engagement and communication strategy within the region to enhance the local employer employee connection.
- Provide professional, objective, transparent and fair HR expertise, advice and support to all employees on communication, interpretation and implementation of organisational HR related policies and procedures e.g. Absence Management, Performance Management, Time and Attendance, Grievance/Disciplinary etc.
- Ensure staff are advised on all aspects of their employment relationship with Bus Eireann including conditions of service, pension and welfare schemes, ill health retirement and any other queries that may arise.
- Develop a strong employee relations strategy and build relationships with trade unions locally/regionally. Liaise with legal advisers and attend Court in relation to any employee matters including accidents/incidents.
- Ensure all records, files, etc., are prepared or retained as appropriate and assist in the preparation of submissions for, and represent Bus Eireann as may be required at the Labour Court, Rights Commissioners Investigations, Joint Industrial Relations Forum, Employment Appeals Tribunal & Equality Tribunal etc.
- Build strategic relationships with internal and external stakeholders to deliver the HR agenda.
- Build strong liaison with CIE CMO and Medical Department on medicals and any issues arising with attendance, absence, etc.
- Ensure that all regional training needs, including all driving compliance training, and any other appropriate training, are completed and recorded in conjunction with regional/line management and training instructors within given timeframes.
- Provide support to regional management in the completion of the annual GPS process and complete any personal requirements in relation to same.
- Coach and mentor the Regional HR team and build capability to deliver on all aspects of the regional people plan.
- Escalate matters that are of a serious nature as appropriate within the company.
- Any other duties as required.
- Significant experience in HR, including at least 2 years at a managerial or supervisory level.
- Proven track record in implementing HR and resourcing services to support business goals.
- Expertise in providing HR advisory and support services to management teams and staff.
- Ability to work through complex HR related matters with various stakeholders.
- Clear understanding and commitment to maintaining confidentiality and discretion.
- Excellent oral and written English communication skills.
- Experience in effectively engaging, networking, and building relationships with a range of internal and external stakeholders.
- Experience in designing and implementing recruitment and resourcing programmes and initiatives.
- Managing activities such as advertising, shortlisting, assessments, interviews, feedback and evaluations.
- Experience in supporting the formulation and implementation of HR policies, processes, practices and procedures coupled with a strong understanding of employment legislation and HR policies.
- Strong project and programme management skills with the ability to manage multiple projects and competing priorities, meeting tight deadlines with accuracy and attention to detail.
- A 3rd Level Qualification in Human Resources, Business or a related field.
- Proficiency in MS Office and HR systems.
- Full clean driving licence and own car.
