About Asset Management and Property Services
Asset Management and Property Services operate as one integrated function under the Head of Asset Management and Property Services, with shared responsibility for safe, well maintained and sustainable homes.
Asset Management leads asset strategy, lifecycle planning, planned investment, technical assurance, stock condition, compliance assurance and long-term investment planning. Property Services leads responsive repairs, voids, cyclical maintenance, contractor management, operational readiness for new homes and day-to-day maintenance delivery.
The centralised administration function supports reporting, workflow tracking, document control, data quality and one version of the truth. Property Services uses this information to manage service delivery, provide operational commentary and take corrective action.
The Role
Reporting to the Property Services Manager, the Property Services Team Manager will provide senior operational leadership within the Property Services function. Two Property Services Team Manager posts will operate to the same role profile, each line-managing a defined group of Property Services Officers while supporting consistent standards across the wider team.
The role covers responsive repairs, voids, contractor performance, inspection quality, operational risk, defects follow up, damp and mould coordination, scheme based issues and operational readiness for new homes. Complex building pathology, systemic defects, lifecycle implications, technical assurance standards and strategic asset decisions will be escalated to Asset Management, including the Strategic Asset Manager and Property Surveyor, where required.
Key Responsibilities and Duties Team Leadership and Service Standards
Line manage a defined group of Property Services Officers, setting priorities, expectations and service standards.
Support consistent working practices across all Property Services Officers, regardless of reporting line.
Coach Property Services Officers on inspections, repair diagnosis, resident communication, contractor follow up and case management.
Support recruitment, induction, performance management and staff development with the Property Services Manager and HR.
Promote ownership, practical problem solving, resident focus and consistent use of agreed processes.
Repairs, Voids and Contractor Performance
Support delivery of responsive repairs, voids and day to day property services across Oaklee's homes.
Monitor repairs, voids and contractor performance using agreed reports produced through the centralised administration function.
Review trends, repeat repairs, delayed works, access issues, resident impact, reworks and service failures.
Provide operational commentary, corrective actions and progress updates to the Property Services Manager.
Support Property Services Officers to manage repairs and void cases through to completion in line with agreed standards.
Review contractor performance issues, contribute to contractor review meetings and elevate persistent underperformance.
Carry out or arrange post inspections, quality checks and case reviews in line with agreed risk based approaches.
Support consistent use of specifications, Schedule of Rates items, photographic evidence and completion records.
Technical Escalation and Inspection Quality
Act as a senior operational escalation point for Property Services Officers on complex repairs, recurring issues and inspection queries.
Support accurate diagnosis of common residential repair issues, including damp and mould, water ingress, ventilation, drainage and fabric related issues.
Apply agreed technical standards and guidance issued by Asset Management.
Support better inspection quality, clearer repair specifications and stronger records of site findings.
Identify when matters require escalation to Asset Management for building pathology, systemic defect review, compliance risk, technical assurance or lifecycle assessment.
Coordinate Property Services actions arising from defects, damp and mould cases, scheme based issues, contractor visits, resident reports and internal escalations.
New Homes and Operational Readiness
Monitor the development pipeline with Development, Asset Management and Housing to prepare Property Services for new homes before legal ownership transfers to Oaklee.
Act as the Property Services operational lead during final stage construction, handover and mobilisation, making sure new homes are ready to be managed, maintained and serviced from day one.
Work with Development's Clerk of Works, the Strategic Asset Manager, Property Surveyor and relevant consultants on operational readiness, maintainability, access, servicing and resident facing maintenance risks.
Confirm, from a Property Services perspective, that required handover information is available, complete and usable before ownership and occupation, including Safety Files, O-M manuals, fire safety information, warranties, guarantees, asset information and servicing requirements.
Interrogate life safety and maintainable systems before legal ownership, including fire alarms, cause and effect matrices, emergency lighting, lifts, smoke ventilation, access control, plant rooms and M-E systems.
Attend handover inspections, snagging reviews, commissioning demonstrations and operational readiness meetings where required.
Identify gaps, defects, missing information or operational risks before handover and elevate through the agreed onboarding framework.
Data, Reporting and Cross Functional Working
Use performance reports, dashboards and trackers produced through the centralised administration function to monitor workload, performance and risk.
Provide operational commentary, explanations for trends and corrective actions for regular performance reporting.
Support Property Services Officers to update ActiveH and related systems accurately and on time.
Identify data gaps or process issues and raise them with the Property Services Manager and Admin Manager.
Work closely with Asset Management, Housing, Development, Finance, Compliance and the centralised administration function.
Contribute operational insight from repairs, voids, inspections, defects and resident feedback to support service improvement.
Escalate risks early and support a no surprises approach to service delivery.
Key Skills and Competencies Degree in building surveying, construction, engineering, property or a related discipline, or equivalent relevant experience managing teams within a repairs, voids, maintenance or residential property services function.
Strong experience in property services, housing maintenance, repairs, voids, construction, surveying, technical inspections or a related residential property environment.
Experience supervising or managing staff, setting priorities, monitoring performance and supporting team development.
Strong understanding of responsive repairs, voids, contractor management, resident facing maintenance and service delivery standards.
Practical technical knowledge of common residential repair issues, inspection standards and repair specifications.
Ability to identify when issues require escalation to Asset Management, specialist consultants or senior management.
Experience using performance information to explain trends, identify actions and improve service delivery.
Understanding of new home handover, operational readiness, life safety systems, servicing requirements or defects management.
Strong communication, resident focus, stakeholder management and decision making skills.
Full, clean driving licence and willingness to travel nationally.
Experience in an Approved Housing Body, local authority or housing association.
Relevant trade, technical, construction, surveying, housing or property qualification.
Knowledge of Irish housing standards, building regulations and residential compliance requirements.
Experience with damp and mould, voids, contractor performance, defects follow up or new home handover.
Experience using housing management systems such as ActiveH.
