Property Manager

Public Sector Mid-West Region (Limerick, Clare & North Tipperary)

Our client, A leading state organisation is seeking an experienced Property Manager to join its Capital & Estates function in the Mid-West region. This is an excellent opportunity to contribute to the strategic management and development of a large and diverse property portfolio within a high-impact public service environment.

The ideal candidate will bring a well-rounded property background, with experience across both residential and commercial sectors. In particular, the hiring manager is seeking individuals with proven exposure to property transactions including acquisitions, disposals, and lease management. Experience working across diverse asset types and navigating complex stakeholder environments will be highly advantageous. Given the evolving needs of the organisation, experience or exposure to sourcing and assessing properties for social or disability housing purposes would be a distinct advantage, including an understanding of suitability, accessibility considerations, and community integration.

Location & Working Arrangements
  • Based in the National Technology Park, Limerick with site visits around Limerick, Clare and North Tipperary
  • 35-hour working week Monday - Friday
  • 30 days annual leave plus bank holidays
The Role

Reporting to the Senior Property Manager, the successful candidate will support the delivery of property management, acquisition, and disposal activities across the region. This role combines technical expertise, stakeholder engagement, and strategic estate planning within a complex public sector environment.

Key Responsibilities
  • Support the management and optimisation of a regional property portfolio
  • Assist with acquisition, disposal, leasing, and development of properties
  • Conduct technical due diligence on sites and buildings (planning, zoning, title, risk factors)
  • Contribute to estate strategy, space utilisation, and long term planning
  • Prepare submissions and business cases for senior leadership approval
  • Liaise with internal stakeholders, external consultants, local authorities, and agents
  • Ensure compliance with planning regulations and statutory requirementsSupport valuations, budgeting, and cost analysis for transactions
  • Maintain property databases, records, and insurance related documentation
  • Assist with lease management, contract execution, and conveyancing processes
  • Support sustainability and energy efficiency initiatives across the estate
Skills & Experience
  • Strong knowledge of property management across commercial, residential, and development sectors
  • Technical understanding of planning, zoning, and property legislation
  • Experience in valuation, negotiation, and property transactions
  • Strong organisational and project management skills
  • Excellent communication and stakeholder engagement abilities
  • Ability to manage multiple priorities and meet deadlines
  • Collaborative approach with multidisciplinary teams
Essential Requirements (Strict Criteria)

Candidates must meet both of the following:

  • A Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in:
    • Property Studies
    • Property Valuation & Management
  • Property Economics
    • (or a directly equivalent qualification)

AND

  • A minimum of 5 years' relevant professional experience in:
    • Property management
    • Property valuation
    • Property transactions (acquisitions/disposals)

Applications that do not meet both of these criteria cannot be considered.

Additional desirable experience includes
  • Managing medium to large property portfolios
  • Budgeting, financial planning, and lease management
  • Working within or alongside the public sector

Salary; Starting at €60,256 (Point 1 of the Technical Services Officer, Senior Assistant scale), with incremental progression in line with public sector pay agreements.
