Job Title: Property Manager

Location: Hybrid working - the role will require travel to various sites across the UK, inclusive of Nottingham

Contract type: Permanent

Salary: Offered on a starting salary of £56,476 with potential to increase to £66,443.00 over three years (approx.). This role may also be eligible for a car allowance, depending on annual mileage travelled in line with policy (more detail can be discussed at screening stage).

NHS Supply Chain currently has an opportunity for a Property Manager to join us at a pivotal time in our Supply Chain Modernisation Programme, helping to create a future estate that enables the NHS to put patients first.

As part of the Estates team, you will act as SCCL's commercial property lead across a diverse national portfolio of offices and distribution centres. You will ensure we meet our legal, financial and commercial obligations while shaping an estate that is fit for the future.

A key and immediate priority for this role will be supporting the delivery of our modernisation programme. This includes progressing two major build-to-suit distribution centre opportunities, alongside managing the impact on our existing estate, including lease events, exits, reconfigurations and continuity of operations across affected sites.

These projects represent complex, high-value, long term commitments with significant operational and commercial implications. While SCCL's appointed real estate agent will lead negotiations, you will act as an intelligent client, interpreting commercial, legal and technical information to develop clear recommendations, delivery strategies and risk assessments.

You will also play a central role in developing business cases for government approval, working closely with the estates lead to ensure robust, evidence based submissions that stand up to scrutiny.

Through the build to suit developments, you will provide commercial oversight across the full development lifecycle, ensuring alignment with agreed specifications and organisational requirements. This includes monitoring development progress, identifying and assessing variances, and understanding their impact on programme delivery, cost and operational requirements, including fit out planning and readiness.

The role requires strong commercial judgement, the ability to operate confidently in complex, multi stakeholder environments, and the confidence to challenge, test and refine proposals to ensure value for money and the best possible outcomes.

Every day you will
  • Lead and support strategic acquisitions and disposals, with an initial focus on build to suit developments.
  • Play a key role in delivering the Supply Chain Modernisation property strategy, including managing estate impacts arising from new developments.
  • Support the development of robust business cases for government approval, ensuring alignment with strategy, with Estates Lead oversight.
  • Provide client-side oversight of build to suit developments, ensuring delivery remains aligned with agreed specifications and commercial expectations.
  • Monitor development progress and proactively identify, assess and communicate variances, including potential impacts on cost, programme and operational delivery.
  • Ensure strong governance and change control, escalating where deviations fall outside agreed parameters or require resolution.
  • Interpret outputs from agents and advisors, including programme reporting and negotiations, translating these into clear recommendations, options and delivery strategies.
  • Apply strong commercial judgement to challenge assumptions, test proposals and explore alternative solutions.
  • Manage lease events across the portfolio (rent reviews, renewals, break options and expiries).
  • Build and maintain strong relationships with landlords, developers, agents and advisors.
  • Oversee the day to day performance and compliance of the estate.
  • Manage business rates and insurance, ensuring accuracy, compliance and value for money.
What we're looking for

We're looking for someone who combines strong commercial property expertise with the ability to operate effectively in a complex, programme driven environment. Experience in logistics, industrial or large scale operational environments would be beneficial.

  • Proven experience managing a commercial property portfolio on the client side.
  • Strong understanding of lease events, landlord engagement and property lifecycle management.
  • Experience supporting or leading acquisitions, disposals or development projects (build to suit experience desirable).
  • Ability to act as an intelligent client, confidently managing and challenging external agents, consultants and developers.
  • Strong commercial acumen, with the ability to interpret complex information and translate it into clear strategic recommendations.
  • Experience working within structured governance and approvals environments, ideally within the public sector.
  • Understanding of the commercial, legal and financial aspects of property transactions.
  • Knowledge of business rates and property related insurance.

What skills will help you thrive in this role?
  • Experience managing a commercial property portfolio, including lease events such as rent reviews, break options, renewals and dilapidations, along with landlord engagement
  • Good working knowledge of commercial property principles, including the financial and legal implications of lease agreements
  • Experience supporting or leading acquisitions and disposals, with an understanding of governance, due diligence and stakeholder engagement
  • Knowledge of business rates, including valuations and opportunities to review or challenge assessments
  • Experience managing property related insurance requirements and working with brokers
