The RoleEssex County Council is in a10 yearpartnership with MITIE, whoarethe delivery agent for all property and facilities related operational functions. The Essex Property and Facilities (EPF) teamoperateswith a Corporate Landlord manage and provides strategic, intelligent client functionality for the Council providing corporate policy and strategic advice.
The OpportunityThe Property and Facilities Officers will focus on one of thefocuson one of the following areas; property strategy,estatesmanagement, facilities management.
Working with ServiceManagersthe Property and Facilities Officers will apply their knowledge of property and facilities management to contribute and lead projects that support the property vision and strategy for ECC. In addition, the role will work collaboratively with suppliers and stakeholders toidentifyopportunities forreducecosts and enhance the efficiency of ECC property and facilities management.

Accountabilities- To manage and commission property and facility project in order to implement the Council's Property Strategy and Property Transformation Programme.
- Use specialist skill, knowledge and experience to ensure the effectiveness of the Essex Property & Facilities client function, ensuring that it is a best in class enabler of ECCs corporate output.
- To provide professional support and expertise to members of the team and the MITI partnership on subject matter.
- To establish, develop and maintain effective and collaborative communication, working relationships and arrangements with all internal and external stakeholders to optimise the potential of the service and the use of the property, facilities and assets.
- To contribute to Essex Property & Facilities Service outputs, ensuring best value for money and accurate in-year spend.
- Provide expert, specialist advice and guidance to ECC as required
- Ensure compliance with all external and internal regulation.
- To manage a caseload that delivery required Property and Facilities projects, ensuring effective integration and coordination across the property and facility strategy.
- To commission works as appropriate from the supplier partner (MITIE) and to oversee, monitor and evaluate the outputs from these projects.
- Educated to RQF level 6 (Bachelors) or Professional experience
- Evidence of continuing professional development
- Qualified member of an appropriate property and/or facilities professional body
- Ability to work with partner Contract and project management in a property and facilities field
- Established experience in property and facilities management including strategy review and implementation and commissioning of projects
