Job Title: Project Controls Manager (Construction)

Location: Amsterdam

Reporting to: Project Director / Head of Delivery

Role Overview

We are seeking an experienced Project Controls Manager to lead cost, schedule, risk, and performance monitoring across complex construction projects. The ideal candidate will bring a deep understanding of construction lifecycles, project delivery methodologies, and integrated control systems. You will be a key partner to the Project Manager, ensuring delivery stays on budget, on time, and aligned with client goals.

Key Responsibilities

• Lead the development, implementation, and ongoing refinement of project controls frameworks across cost, schedule, and risk.
• Develop and maintain detailed project schedules using tools such as Primavera P6, MS Project, or Asta Powerproject.
• Manage cost control processes including budgeting, forecasting, earned value management (EVM), and cost variance analysis.
• Track and manage risks, maintain risk registers, and coordinate mitigation plans with stakeholders.
• Produce regular project performance reports, dashboards, and executive updates covering KPIs, trends, and deviations.
• Implement robust change control processes, ensuring all variations are logged, assessed, and approved appropriately.
• Work closely with commercial, planning, and delivery teams to align cost and time performance metrics.
• Ensure compliance with client and regulatory standards in reporting, governance, and documentation.
• Support procurement and tender processes by providing planning and cost input to bids and proposals.

Required Qualifications & Experience

• Bachelor's degree in Construction Management, Engineering, Project Management, or related discipline.
• Minimum 8+ years experience in project controls within the construction sector (e.g., buildings, infrastructure, civil).
• Proven experience managing controls for large-scale capital projects (e.g., €50M+).
• Proficiency in planning software: Primavera P6, MS Project, or equivalent.
• Advanced Excel skills and working knowledge of project controls tools (e.g., CostX, Asta, SAP, Oracle).
• Strong understanding of EVM, budgeting, forecasting, and reporting standards (e.g., AACEI, PMI).
• Familiarity with NEC, FIDIC, or local contract frameworks.

Preferred Attributes:

• Professional certifications (e.g., PMP, AACE CCP, PRINCE2, or RICS).
• Strong analytical, communication, and stakeholder engagement skills.
• Ability to lead and coach teams across cost, schedule, and reporting functions.
• Fluent in English (German/French beneficial for DACH region roles).
