Role Description
This role provides a unique and influential opportunity to shape how NI Water manages compliance, contract usage, and quality & financial assurance across key operational contracts. You will play a central role within the Commercial Contract Management Team (CCMT), strengthening NI Water's commercial governance to supporting the delivery of high-quality water and wastewater services for customers across Northern Ireland.
With responsibility for coordinating a team of Contract Quality & Value Advisors and play a leading role in the delivery of the Contract Usage Improvement Plan (CUIP), this role ensures NI Water applies its contracts consistently, transparently, and in line with commercial best practice. You will oversee compliance, quality assurance, and financial assurance activities carried out by the team, ensuring reviews, findings, benefits measurement and recommendations meet required standards and directly support better commercial outcomes.
The role translates commercial and directorate objectives into measurable improvement initiatives and exerts influence at senior levels of governance. It is expected to deliver demonstrable value for money through improved assurance maturity, risk reduction, and consistent, compliant contract usage across the organisation.
A key focus of the role is to implement and manage a structured programme of improvement initiatives that enhance contract usage, improve assurance maturity, strengthen processes, and enable data-driven decision-making. Working closely with crossfunctional contract users, suppliers, contract managers, and senior stakeholders, you will drive behavioural change, embed new ways of working, and promote continuous improvement of contract usage across the organisation.

Candidates MUST be able to demonstrate in their application and where necessary at interview that they meet the following, essential criteria:
ESSENTIAL CRITERIA
1. A third level qualification (e.g. degree, HNC, HND or equivalent) in a relevant discipline such as business, commercial management, project management, engineering, or a related field, with a minimum of 3 years' relevant experience in an operational or commercial environment;
Or in the absence of a third level qualification
A minimum of 5 years' relevant experience in an operational or commercial environment.
2. A minimum of 2 years' project support experience in an operational or commercial environment delivering successful outcomes within agreed timelines and using key project metrics (milestones, risks, issues, benefits, costs) to monitor and report progress.
3. A minimum of 2 years' experience preparing and presenting clear, data-driven reports to management or governance groups to inform decision-making.
4. Proven ability to engage, influence, and build effective relationships with stakeholders at all levels, including senior leaders.
5. Strong organisational, communication, and planning skills, with proficiency in Microsoft Office and the ability to manage competing priorities.

Salary
This role offers a competitive remuneration package with a salary scale of £35,354 - £47,138 per annum (pay award pending).
The starting salary will normally be at the first point of the scale.
