LOCATION: Flexible (London / Salford / Glasgow / Cardiff / Newcastle) with hybrid working
PROPOSED SALARY RANGE: £95,000 - £125,000 depending on relevant skills, knowledge and experience. The expected salary range for this role reflects internal benchmarking and external market insights.

PURPOSE OF THE ROLE

Data lies at the heart of the BBC's evolution, enabling us to better understand and respond to changing audience expectations, market dynamics and strategic priorities. As Lead Programme Manager, you will be responsible for leading the delivery of the BBC's data transformation agenda, ensuring that data, insight and evidence-based decision making become embedded across the organisation.

Working closely with senior leaders across Product, Technology and Business teams, you will oversee both the cultural and technological elements of the transformation, driving organisational adoption, capability development and sustainable change. Success in this role will be measured not only by programme delivery, but by the extent to which data driven thinking, behaviours and ways of working are embedded across the BBC.

YOUR KEY RESPONSIBILITIES

You will oversee a comprehensive programme of data transformation work, ensuring best practices are followed and that changes and benefits are effectively defined, delivered, and measured. Selected responsibilities will include:

Strategic Leadership
  • Partner with Executive Sponsors and senior stakeholders to define, shape and communicate the vision, objectives, scope, outcomes and success measures.
  • Lead the delivery of our data programmes, ensuring a clear focus on achieving measurable business outcomes and strategic impact.
  • Champion the role of data in decision making across the organisation, building alignment and fostering a culture of evidence based thinking.
Organisational Change, Adoption and Capability
  • Ensure organisational impacts are identified, understood and effectively managed.
  • Work with business leaders and partners to identify capability gaps, supporting the development of data literacy and data fluency.
  • Build and maintain strong relationships across business, product, technology and operational teams to secure engagement and buy in.
  • Establish and maintain the programme structure, governance framework and delivery approach.
  • Provide effective leadership and oversight across the programme portfolio, ensuring robust governance, dependency management, risk management, issue resolution and transparent reporting.
  • Lead programme planning and execution across multiple workstreams, ensuring effective prioritisation, resource allocation and delivery.
Stakeholder Management and Governance
  • Partner with senior leaders across the BBC to align priorities, manage dependencies and maintain momentum across the programme.
  • Ensure effective engagement with governance forums, audit activities and assurance processes.
Compliance and Standards
  • Ensure activities comply with BBC governance, financial, procurement, legal, regulatory and health and safety requirements, maintaining appropriate controls throughout the programme lifecycle.
  • Lead and develop team of Lead Project Managers and Senior Project Managers by providing coaching, mentorship, and support.
YOUR SKILLS AND EXPERIENCE

ESSENTIAL CRITERIA

  • Experience of high profile programme delivery in a fast changing, complex technology environment.
  • Experience of data programme delivery, with sufficient technical data fluency to translate data vision into measurable goals and roadmaps and narrate these to different stakeholder groups.
  • Experience of leading and measuring the cultural elements of programme delivery, e.g. around adoption and education.
  • Experience of establishing stakeholder relationships and credibility at all levels of the organisation and across a variety of business areas, including technical and non technical colleagues.
  • Experience of leading high performing delivery teams.
  • Experience of complex programme logistics, including budgetary and commercial management, risk management, and planning, reporting and road mapping.
