DURATION: 6-12months + (Possibility for Extension)

WORK PATTERN: HYBRID Role (on-site 2/3 days a week with Hybrid)

PAY RATE: Euros 750 - Euros 800 EURO/Day (Negotiable)

Mission Context:

the Fines Platform has been responsible for coordinating the organizational and digital processes of the Ministry of Justice.

This program leads digitization projects that contribute to better enforcement of penalties (financial penalties/fines) and reduce the administrative workload of the Justice system, the police, and other stakeholders in the criminal justice chain (financial aspect).

The mission of the Fines Platform includes the active launch of new projects, monitoring and managing projects under execution, as well as the overall coordination of projects.

The main objectives of the Fines Platform are:

Accelerate the processing of fines;

Reduce the workload of stakeholders in the criminal justice chain by adopting a chain-based approach;

Digitize the processing of information;

Improve the financial execution of penalties;

Improve public service.

As part of the digitalization of Justice, improving and especially clarifying communication with citizens is also a major challenge. Justice is a service provider to citizens and society; therefore, the accessibility of these services is essential to strengthening citizens' trust in Justice and ensuring better legitimacy of Justice and its role in society

Profile Description:

As Program Manager, you are responsible for monitoring the project with all stakeholders (SPF Mobility, public prosecutors, SPF Justice, police) to ensure that the project is fully implemented within the legal deadlines.

You establish a complete overview and ensure follow-up.

You will lead the implementation working group responsible for deploying the Crossborder Directive, which still needs to be established.

You are responsible for achieving optimal results that meet the specifications (or needs descriptions) in terms of quality, deliverables, budget, and deadlines.

You are results-oriented and possess solid expertise in managing complex, multidisciplinary programs within a public-sector environment. You have a strategic vision and strong analytical skills.

You excel in stakeholder management, negotiation, and coordination between technical teams, business teams, and management.

You provide clarity and support to the team and ensure that obstacles are removed so teams can perform effectively.

You have excellent communication skills, both written and verbal.

You communicate effectively with various stakeholders and take their interests and needs into account.

As Program Manager, you lead the team and ensure proper circulation of information within your team, within the Fines Platform, and with other teams and stakeholders such as the police, the Public Prosecutor's Office, SPF Justice, and SPF Mobility.

You also ensure communication with management and provide clear reports on project status and any risks likely to affect project progress.

Required Experience:

Minimum 7 years of experience as a Program Manager;

10 years of experience in project management;

Bachelor's degree;

Language skills: proficiency in French and Dutch;

Experience with common project management methodologies (PRINCE2, Agile) and management control;

Experience working within a public service/public-sector organization.
