Job Description

Procurement Lead - Transport (Contract, Inside IR35)
Duration: Initial six months, possible extension
Rate: Up to £500/day (umbrella)
Location: South Yorkshire region (remote/hybrid possible)
Start: Late October/November 2025

About the Programme

  • Delivering one of the largest and most ambitious transport reform programmes in the UK-transitioning bus operations to a franchising/public control model-the focus is on integration, reliability, and value reinvestment for communities.

Key Responsibilities

  • Lead all procurement activities for bus franchising, from market engagement and tender development to contract award and mobilisation.
  • Develop and maintain a forward-thinking procurement strategy supporting wider organisational and public transport objectives.
  • Provide expert advice and guidance to executive and project teams on public procurement legislative compliance, risk, and commercial best practice.
  • Oversee contract management strategy and deliver robust value-for-money outcomes.
  • Build strong relationships with local authorities and transport network partners.
  • Help implement integration and performance measures to deliver a reliable, efficient, and connected regional transport system.

Requirements & Person Profile

  • Full membership of MCIPS (Chartered Institute of Procurement and Supply).
  • Recent senior procurement leadership within a complex, regulated (ideally public sector or transport) environment.
  • Strong knowledge of UK procurement law, PCR 2015/EU regulations, and experience of competitive dialogue and framework procurement.
  • Commercial awareness and strategic orientation to deliver real value through procurement.
  • Excellent interpersonal, analytical, and problem-solving skills; proven ability to influence and negotiate at senior levels.
  • Collaborative, resilient style comfortable managing change and ambiguity.

Additional Advantages
