We complete complex Cat A and Cat B projects for blue-chip clients across London and the South East, with project values typically £1m to £12m.Role OverviewThe Pre-Construction Manager will lead pre-construction phases of complex fit-out projects, focusing on cost planning, tender strategy, supply chain engagement, and risk management. Working with senior stakeholders, you'll influence bid strategy and support securing profitable new work.Key ResponsibilitiesTender Management & Cost PlanningLead cost plans, estimates, and tender submissions for fit-out projects (£1m-£5m+)Review architectural, MEP, and contract documentationDevelop cost strategies aligned with client briefsProduce cost breakdowns using Excel and estimating softwareBalance competitiveness with margin protectionMaintain budgets and prepare go/no-go assessmentsSupply Chain & Subcontractor ManagementManage subcontractor enquiries across all tradesAssess tender returns and lead contractor interviewsNegotiate terms for best value and risk reductionDevelop supply chain relationships and support preferred supplier listsPre-Construction Planning & StrategyDevelop programmes, procurement schedules, and design timelinesIdentify long-lead items and specialist packagesPrepare logistics strategies for constrained London sitesCoordinate RFI processes and integrate sustainability requirementsClient & Stakeholder EngagementPresent cost information and tender submissions to clientsAttend client interviews and bid presentationsProvide buildability, cost, and value engineering adviceCoordinate with design, commercial, and delivery teamsLeadership & Team ManagementMentor estimators and junior commercial staffAllocate resources across multiple bidsPromote consistent processes and contribute to commercial strategyExperience & Qualifications6+ years' experience in pre-construction, estimating, or commercial management within the London fit-out sectorProven experience delivering successful bids on Cat A and Cat B projectsWorking knowledge of MEP systems and ability to discuss them at a high level with clientsTrack record on projects typically £1m-£5m+, with exposure to complex refurbishments and live environmentsKnowledge of JCT, NEC, and Design & Build contractsFamiliarity with BIM-based take-offs and digital workflows preferredStrong understanding of commercial risk and cost controlUnderstanding of modern construction techniques, including modular and prefabricationMCIOB, RICS, or similar professional accreditation preferredPersonal AttributesClear and confident communicatorStrong analytical and problem-solving skillsDetail-oriented with a structured approachAble to work under pressure and manage competing deadlinesCollaborative and professional working styleCommercially astute and pragmaticWhat We OfferCompetitive salary packageCar allowance28 days annual leave plus bank holidays (with option to purchase additional days)Private medical insurance, life assurance, and wellbeing supportGenerous pension schemeOngoing professional development and support for professional membershipsClear progression opportunities within JLL and Tetris UKCentral London office with excellent transport linksIf this job description resonates with you, we encourage you to apply even if you don't meet all of the requirements below.
