People Services Business Partner - Medical StaffingThe closing date is 12 May 2026
As a key role in a new Medical Staffing team, this post provides a people focused approach to restorative outcomes, supporting Clinical Collaboratives through a business partnering model. The post holder will listen to and understand the needs of the business and provide timely interventions through application of Trust policy and provision of OD support.
They will embed the Trust values in how difficult people issues are handled, support leaders and managers to improve individual and team performance, advise and coach on handling concerns, support team interventions, and ensure compliance with legislative and best practice requirements.
Responsibilities include leading a team of advisors on complex Medical Staffing cases, maintaining relationships, tracking and monitoring KPIs, activity and SLA delivery, and providing assurance to the Trust on the effectiveness and value of the service.
Main duties of the jobDevelop your team to be technically expert and capable of coaching managers and staff in managing difficult people issues.
Maintain your own CPD, share skills and learning with your team, the wider people services function and leaders and managers.
Maintain a caseload of complex cases (e.g., MHPS investigations, other ER cases) and provide expert advice and guidance to decision makers (e.g., Conduct or Capability Panels).
Build positive working relationships with managers at all levels of the Trust, trade union colleagues and other stakeholders.
Work closely with colleagues in the exchange of information, intelligence and approaches, particularly regarding system issues that require further exploration and action.
Act as a strategic partner, communication facilitator and employee advocate during organisational change, ensuring that the people part of transformation is managed effectively.
Lead on development and delivery of training and other interventions, such as peer learning sets, to support managers to become the best people managers.
Respond to complaints and concerns and ensure the quality of service delivery.
Work flexibly and collaboratively as part of a team and contribute to the combined aims of the People Services and OD directorate.

Person Specification Qualifications- Highly specialised knowledge to master's degree level or equivalent experience and training
- Membership of the Chartered Institute of Personnel and Development
- Chartered Membership of the Chartered Institute of Personnel and Development
- Up to date knowledge of current employment law and HR best practice, and ability to translate that into practice
- Evidence of continuing professional development
- Experience of delivering significant HR advice and guidance to managers at all levels of an organisation
- Experience of working with managers, at all levels, on people management issues, significant change processes and projects
- Experience of dealing with highly complex employee relations issues, including attendance management, SOSR dismissals, organisational change and TUPE
- Experience of union partnership working (up to regional level) in a large, complex organisation
- Experience of building effective relationships and networks, including within the HR profession and with trade unions/staff side organisations
- Experience of working with complex terms and conditions of service, e.g., medical staff, Agenda for Change, public sector
- Experience of leading and managing a team
- HR experience within the NHS, Public Sector, or other large, complex organisation
- Strong skills in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
- Competence in using email systems and video conferencing platforms like Microsoft Teams
- Familiarity with HR information systems to manage employee records, recruitment, and payroll
- Comfortable adopting new digital technologies to enhance workplace efficiency
- Up to date knowledge of employment, data protection legislation and HR best practice
- Strong interpersonal and communication skills, with the ability to influence and negotiate at all levels within the organisation
