Job Description

We are seeking an Operations Manager - Planned Maintenance to work with a Local Authority in Cambridgeshire. This role sits within the Housing Assets team and is responsible for leading the delivery of planned maintenance, capital investment, retrofit, adaptations, and asset management programmes across the Council's housing stock.

Reports to: Services Manager - Housing Assets

Location: Cambridgeshire (Hybrid)

Start: ASAP

Duration: 6 Months+

Rate: Negotiable

Key Responsibilities:

  • Lead and manage the Council's Planned Maintenance service, ensuring works are programmed, delivered, and monitored effectively
  • Oversee planned maintenance contracts, capital investment programmes, retrofit projects, aids and adaptations, and specialist property-related projects
  • Manage and develop a multi-disciplinary team including Surveyors, Adaptations Surveyor, Lands Officer, and Retrofit Officers
  • Lead on procurement, tendering, and contract management in accordance with financial regulations and standing orders
  • Manage budgets, forecasting, financial appraisals, and programme performance reporting
  • Ensure Decent Homes compliance and support the long-term sustainability of the housing stock
  • Oversee stock condition data, asset management planning, and the delivery of the Council's 5-Year Maintenance Programme
  • Lead on leaseholder works, Section 20 consultations, service charges, and Party Wall matters
  • Ensure all health and safety requirements are met throughout the contract lifecycle
  • Manage contractor performance and drive value for money across all maintenance and investment programmes
  • Contribute to Housing Strategy, Housing Business Plan objectives, and wider service improvement initiatives
  • Provide technical advice on structural issues, asset investment, and tenant alterations
  • Ensure effective resident engagement, stakeholder consultation, and partnership working

Requirements:

  • Proven experience delivering planned maintenance, capital works, or housing asset management programmes
  • Strong contract management, procurement, and project management experience
  • Experience leading multi-disciplinary technical teams
  • Knowledge of housing asset management, stock condition data, and strategic maintenance planning
  • Experience working within a Local Authority, Housing Association, or wider public sector environment
  • Strong financial management, budgeting, and forecasting experience
  • Good understanding of building technology, housing maintenance, and compliance requirements
  • Membership of RICS or CIOB (or working towards) is desirable
  • Full UK Driving Licence and access to a vehicle for business use
