The Operational Commissioning Lead will provide expert professional advice and support across all market management, quality, and contract assurance activities. The role involves developing relationships with suppliers, engaging with stakeholders, and fostering excellent working relations with strategic commissioning colleagues.
Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.

About the roleThe postholder will be responsible for developing and implementing a joint strategy for strategic planning, commissioning, market management, and developing support services and markets in full consultation with all stakeholders.
Some of the key responsibilities include:
- Lead conversations and challenge the supply market and incumbent providers to innovate and drive out inefficiency.
- Work with strategic commissioners to feed through market intelligence on quality concerns and gaps in the market.
- Monitor the quality of providers around home care and care home services and lead a multi-agency approach for monitoring residents who reside out of borough.
- Manage budgets for the area of responsibility, ensuring robust oversight of financial arrangements for care and support packages.
- Embed audit and evaluation into services to support a learning and continual development organisational culture.
- Develop systems for audit activities to inform service developments and ensure statutory and regulatory requirements are met.
- Manage relationships with key stakeholders, ensuring consultation and negotiation to achieve required outcomes.
- Build and lead effective working relationships with colleagues in commissioning, quality & improvement, operational services, and other council teams.
Any-Desk:
As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About youThe successful candidate will have initiative, strategic vision, and commercial acumen demonstrated in problem-solving and decision-making. In addition, you will need to have experience in the following areas:
- Substantial and demonstrable knowledge as a professional expert in commissioning in a health and/or care setting.
- Significant experience of working within a management capacity in a complex, multi-agency service organisation.
- Experience of developing long-term strategic business plans at a senior level.
- Substantial experience of successful resource and financial management.
- Previous experience of leading, developing, and implementing performance management and quality assurance frameworks.
- Excellent leadership skills to inspire, motivate, and develop others to high levels of performance.
- Expert knowledge and understanding of systems, policies, procedures, professional guidelines, legislation, best practices, and emerging developments within the scope of the service area.
