Job Description

General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement and commercial management support to Ocean Winds' operational assets within the country.


Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM and reporting.


The role also includes direct line management of procurement personnel who will assist them in delivering the required scope.


The Operations & Maintenance Procurement and Contract Management team runs project sourcing processes and is a specialist in tendering, contract negotiations and contract management.

They will be accountable for ensuring that products and services are sourced at best cost for value (competitive total cost, HSE, lead time, quality, . ) and that processes are run in a compliant and efficient manner.


They will be responsible for leading commercial and contractual negotiation along with contracting process, working closely with functional teams (i.e. engineering, operations, consenting, and internal/external lawyers, as well as any relevant stakeholders).


They identify contractual risks and recommend business-oriented mitigations and/or alternative solutions. When required support from the commercial point of view the settlement of contractual disputes, including support in arbitration and alternative dispute resolution procedures and resolving contractual variations and claims with suppliers.



Main accountabilities

Responsible for a range of activities associated with direct procurement activities and contract management for Offshore Windfarm/Projects.

Develop sourcing plans for O&M to meet internal customer requirements.

Suppliers registration and vetting.

High commitment in contract management to meet HSSE and quality requirements

Take a strong responsibility for delivering value through procurement for the O&M of windfarms/projects in France and for seeking synergy levers with OW portfolio.

Manage the procurement process for contracts including invitation to tender, clarifications, negotiations, evaluation, contract finalizing and contract award.

Identify areas of repeat spend and establishing Framework Agreements and SLAs for service contracts.

Monitor and follow-up of suppliers performance and ensure suppliers compliance.

Ensure adherence to procurement processes, policies and governance.

Represent the Procurement & Contract Management function and input to management meetings and committees for the relevant projects as required.

Alert and Escalate risks or major concerns when appropriate in accordance with the relevant Ocean Winds governance, policies and procedures.


Procurement

  • Define and periodically revisit an efficient sourcing/partnering strategy as well as associated procurement policies
  • Identify and secure suppliers based on Wind Farms / Projects requirements, maintaining good relationships with them.
  • Identify supply risks and take appropriate corrective actions
  • Make sure all purchase order, variations order, invoice workflow and documentation are properly managed.
  • Lead the commercial discussion and coordinate with the internal stakeholders involved (legal, technical ).
  • Identify new potential suppliers to create additional competitiveness or lower market tension, including local supply chain development activities.
  • Delegation of duties among team members as appropriate to achieve functional efficiencies and ensure business priorities are met
  • Support the Head of Procurement & Contract Management for Operations and Maintenance in developing and delivering strategic solutions at a corporate level within Ocean Winds.

Contract Management

  • Follow all contracting processes, insuring contracts' compliance with project, HSEQ, and legal requirements.
  • Identify, purpose and influence enhancements where applicable.
  • Identify contractual risks and recommend mitigations or alternative solutions.
  • Prepare, draft and defends claims, in coordination with internal and external stakeholders (technical and legal team, external lawyers ). Proactively manage potential claims scenarios including taking part in the resolution of all commercial and contractual issues.
  • Ensure that all contractual records and documentation are up to date.
  • Ensure regular report to Project Director / Shareholders Cte as well as functional report to HoP for O&M.
  • Evaluation of key suppliers' performance within the territory and contribute towards the appraisal of those who are common to Ocean Winds' global portfolio.

Experience

  • Management
  • 5+ years of experience as Procurement Manager, Commercial Manager or Contract Manager in large industrial projects
  • Experience in drafting, negotiating and management high value and high risk contracts
  • Experience in applying procurements processes, structures and analytical tools
  • Experience dealing with various international stakeholders
  • Experience working in an intercultural environement as part of a diverse team.

  • Job location will be in Paris . Flexibility to travel is required up to 20% of the time
